POSITION DUTIES

This position provides support to the Human Resources Director of the Frederick County Department of Social Services (FCDSS). This position will be responsible for providing human resource generalist services to maintain a uniform system of personnel management for employees within the FCDSS. This position coordinates personnel activities within the department to include: Personnel Administration, Personnel Counseling, Employer/Employee Relations, Agency Benefits Coordination, and Records Management.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of general clerical or administrative support experience at least one year of which must have been paraprofessional personnel experience involving the application of public sector procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Note: One additional year of paraprofessional personnel experience as defined above may be substituted for one year of general clerical or administrative support experience.

1. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

The ideal candidate would possess:

1. Six months of experience using human resource software such as, the Statewide Personnel System which includes Workday, JobAps, the Hub and/or other human resource software such as PeopleSoft, etc.

2. One year of experience using Microsoft Office Suite Word, Excel and/or PowerPoint to create documents, spreadsheets and presentations.

3. One year of experience providing advice and guidance to employees on human resource related processes, policies and procedures such as, recruitment activities, promotional opportunities, status of employment actions, employee relations, etc. 

4. One year of experience working in a professional human resource office.
