Wicomico County Department of Social Services is located on Maryland's Eastern Shore, approximately 115 miles east of the Baltimore–Washington area, across the Chesapeake Bay Bridge.

Main Purpose of Job

This position serves in an administrative capacity completing tasks in Human Resources. This consists of serving as the Assistant to Human Resources Officer, preparing paperwork for new hires, reclassifications, etc. Assists with recruitment activities and maintains personnel files for the Local Dept. Also functions as: Agency Timekeeper, FMLA Coordinator, Agency Benefits Coordinator (health benefits) and Certified Retirement Coordinator. Maintains confidentiality at all times.

POSITION DUTIES

Timekeeper - Monitors employees' time in Workday. Compiles and distributes reports to supervisors regarding employee leave. Ensures all time sheets are approved by supervisors in a timely manner. Assists employees with time sheets as needed. Function as the Agency Benefits Coordinator, Certified Retirement Coordinator and FMLA Coordinator. Assists employees with health benefits, retirement and FMLA qualifying events. Ensures FMLA and retirement paperwork is accurate and complete. Processes paperwork as needed. Performs new hire orientation. Ensures all paperwork is properly completed and turned in. Maintains new hire records. Assists with recruitment activities such as performing reference checks and assisting with interview process.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of general clerical or administrative support experience at least one year of which must have been paraprofessional personnel experience involving the application of public sector procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Notes:

1.  One additional year of paraprofessional personnel experience as defined above may be substituted for one year of general clerical or administrative support experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.  The ideal candidate will possess the following:

1. One year of experience using human resources software such as Workday, PeopleSoft, etc.

2. One year of experience using Microsoft Office and Google Suite to create professional documents and spreadsheets.

3. One year of experience counseling employees regarding health/retirement benefits and options.

4. One year of experience performing HR/personnel management functions.

5. One year of experience applying FMLA rules & regulations.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position.  You may be asked to complete a supplemental questionnaire. The supplemental questionnaire may be used as part of the rating process. Therefore, it is important that you provide complete and accurate information on your application.  

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.
