The main purpose of this position is to oversee, manage and direct all aspects of the State Lead funded activities related to petroleum releases for the Oil Control Program. This position initiates work proposals and oversees the progress of all contractual agreements for the Program. The incumbent in this position reviews and evaluates conditions of known or suspected oil contamination in order to determine the extent of remediation needed and oversees remediation activities. This position serves in a 'supervisory role' to responsible parties and State contractors; directs State personnel and responsible parties on remediation and compliance issues at State Lead Sites; and in, a 'consulting role: to clients, identifying the best approach to streamline the environmental investigation, remedial process and compliance activities. This position will offer technical expertise and ensures the enforcement of applicable statutes, regulations, permits and policies pertinent to the Oil Control Program. This position utilizes technical experience and expertise to lead and manage initiatives to prepare and/or update technical guidance documents for the Oil Control Program.

This position requires the incumbent to drive a state vehicle.  If you maintain an out-of-state driving license, you must provide a certified copy of your driving record for the appropriate Motor Vehicle Administration at the time of appointment.  Individuals must maintain a driver's license with no more than 5 pints on their driving record in order drive a State vehicle.

Working Conditions of the position:

• Site visits and the collection of environmental samples entail a variety of exposure to field conditions that can be uncomfortable and unpleasant.  These conditions include inclement weather, extreme heat or cold, briars, plant toxins, plant pollens, etiological and biological agents, and other site specific conditions.  Some sites may be in high crime areas and present an added risk and stress to the employee. 
• The incumbent in this position is required to visit and inspect sites containing chemical and physical hazards at a variety of contaminated or potentially contaminated sites (e.g. service stations, oil refineries, industrial/manufacturing operations, uneven terrain, old landfills, spill areas, dilapidated buildings, and debris-strewn sites).  Field work may involve exposure to standard hazards associated with industrial/manufacturing and construction sites, and work around heavy equipment.
• Incumbents may be required to lift heavy manhole covers, sampling equipment and supplies, climb ladders, and wear respirators protection while performing work activities. The employee may also be required to drive for long periods to visit and investigate sites located across the State of Maryland.
• During site inspections and field sampling, the employee is required to wear personal protective equipment, (including gloves, hearing protection, and Tyvek suits) that is appropriate to field conditions.  Protective equipment routinely includes hardhats, and steel toe/shank shoes, and may be upgraded to include respirators and chemical protective gear according to site specific conditions.   

Education:   A Bachelor’s degree from an accredited college or university in Geology, Environmental Geology or a related earth science.

Experience: Six years of experience performing professional environmental geological work.

Notes:

1. Candidates may substitute the possession of a Master’s degree from an accredited college or university in Geology, Environmental Geology or a related earth science for the required education and one year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in physical science classification or physical science specialty codes in the geology field of work on a year-for-year basis for the required education.

It is preferred that the selected candidate has the following:

• Experience with petroleum contamination assessments and remediation;
• knowledge of Maryland regulations regarding oil spills and cleanup requirements;
• Project Management experience;
• Experience writing technical documents. 

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2. Employees in this classification may be required to successfully complete and maintain certification as specified in the U.S. Occupational Safety and Health Administration Regulations (Standards-29 CFR) 1910.120 Hazardous Waste Operations and Emergency Response. Information about these regulations is available in the Human Resources Office of the Maryland Department of the Environment or may be obtained at the federal Occupational Safety and Health Administration Website.

1. Employees in this classification may be required to walk over rough or unstable terrain or over long distances while wearing personal protection equipment such as respiratory protection equipment.

2. Employees in this classification may be subject to ongoing medical testing in accordance with the U.S. Occupational Safety and Health Administration Regulations (Standards - 29 CFR) 1910.120 Hazardous Waste Operations and Emergency Response.

3. Employees in this classification may be subject to call-in on a twenty-four hour basis and, therefore, will be required to provide the employing agency with a telephone number where they can be reached.

The Maryland Department of the Environment (MDE) Medical Monitoring Program (MMP) is designed to detect health risks or adverse effects of occupational exposure to hazardous materials and to direct targeted treatment and occupational illness/injury prevention strategies.  MDE employees who may be exposed to hazardous materials are required to participate in a pre-placement, regular and/or post-termination medical examination.  MDE has determined that this position be part of the MMP; therefore, applicants selected for employment must successfully complete and pass the medical monitoring examination as a condition of employment. ​
