Main Purpose of Job

The main purpose of this position is to provide and coordinate functions related to preparation and presentation of various Agency annual operating budgets and maintaining agency accounting system, prepare financial reports or statements and give fiscal advice to management.

POSITION DUTIES

Conducts reconciliations of expenditure, revenue, cash and bank accounts to determine the accuracy and materiality, selecting the proper accounting treatment and maintain documentation of accounts.

Prepares quarterly expenditure projections; analyzes past and present budgetary data to identify trends and to project budgetary needs.

Assign, direct, and review requests for additional funds (budget amendments) as well as identification of funding source.

Assist with close-out by ensuring that items are properly accrued and adjusted at fiscal yearend including grants.

Review and authorizes financial transaction records for submission on FMIS/RSTAR; approves purchase order in ADPICS for coding, funding availability.

MINIMUM QUALIFICATIONS

Education:    A Bachelor's degree from an accredited college or university.

Experience:  Three years of experience in budget preparation, presentation and execution.

Notes:

1. Candidates may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for one year of required experience.

2. Candidates may substitute additional experience as defined above on a year-for-year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service  experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

One year experience reconciling expenditures and revenue.

One year experience using Microsoft Word and Excel.

One year experience using the Financial Management Information System (FMIS).
