The Water & Science Administration is recruiting for an internal Environmental Program Manager I position in the Information Management Section/Compliance Program. This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

The main purpose of this position is to function as the Section Head of the Information Management Section in the Enforcement Division to assist in the management of an effective statewide program unique to the Water and Science Administration related to inspections, data review, investigations and sampling to determine compliance with water pollution control laws and regulations. The incumbent in this position is instrumental in establishing overall policies and procedures for the Information Management Section, directing the implementation of the Section's policies and procedures and revising them as necessary. This position directs and supervises the Program's database development, is responsible for computer maintenance and is responsible for budget and procurement activities. The position supervises professional and technical staff implementing data management activities related to the Department's TEMPO database, the non-delegated sediment control SCD authorizations and the U.S. Environmental Protection Agency's (EPA) data management activities for EPA's National Pollutant Discharge Permit Elimination System (NPDES) Program including NPDES permits data, NPDES Discharge Monitoring Reports (DMRs) data and NPDES inspection and enforcement data activities mandated by the U.S. EPA. This position directs the processing and approval of subscriber agreements to enable permittees to enter electronic data into NetDMR, ensures that accurate (data management) records are maintained and facilitates the use of the NetDMR system for regulated entities through help desk support and routine training seminars. This position is also responsible for the development, implementation, integration and management of the NPDES data deliverables mandated as part of the federal Environmental Protection Administration's Water Pollution Control (Section 106) Grant (CMS/PPG) and Departmental Reports including the MDE Annual Compliance and Enforcement Report, Managing for Results, the CBRAP grant output reports and the Department's Managing for Results (MFR) report.

In addition, the 2015 NPDES Electronic Reporting Rule requires the U.S. EPA to assess the progress each authorized state is making in implementing NPDES electronic reporting and to repeat these assessments annually. This position is responsible for directing the implementation of procedures to ensure compliance with the Electronic Reporting Rule. Further, in response to the Electronic Reporting Rule, this position manages the implementation of the Department's sanitary sewer overflow (SSO) database, which is on MDE's website for public review.  The person in this position also manages the implementation of the Public Information Act (PIA) and ensures that all data is collected and provided in response to PIA requests. This position is also responsible for directing the Compliance Program's LEAN activities.

Key elements of this position include ensuring reporting commitments are fulfilled, timely and accurate compliance data entry, participating in Departmental meetings to address the Programs database needs and coordinating with other programs in WSA, the Attorney General's Office, other State agencies, EPA, elected officials, company leaders, consultants, and the general public to ensure that the implementation of data management activities provide the necessary information to make a determination of compliance with water pollution control laws and regulations.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university including 30 credit hours in engineering or the biological, environmental or physical sciences.

Experience: Three years of experience supervising a professional staff or as a project supervisor in the Water Management field of work.

Notes:

1. Candidates may substitute additional experience in engineering, public administration or law as related to environmental health on a year-for-year basis for the required education.

2. Applicants may substitute registration as an Environmental Sanitarian or as a Professional Engineer for the required education.

3. Applicants may substitute one additional year of experience in engineering, public administration or law related to environmental health for the 30 credit hours of required education.

4. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering, Natural Resources and Science field of work on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Work experience in water quality compliance and enforcement activities;
  • Work experience in EPA Integrated Compliance Information System (ICIS) for water quality compliance and enforcement data;
  • Work experience in water quality aspect of MDE's TEMPO System, including Compliance, Enforcement and Permits;
  • Work experience in EPA's water quality data programs including, netDMR, the State Review Framework (SRF), and the Enforcement and Compliance History Online (ECHO);
  • Work experience in EPA's water quality programs including, NPDES SNC and wet weather protocols;
  • Work experience in the development of EPA's Compliance Management Strategy, Performance Partnership Agreement and MDE's Annual Enforcement and Compliance Report;
  • Data analytic or project management experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Candidates appointed to positions in these classifications may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best Qualified, Better Qualified or Qualified and placed on the cert list for at least one year. This list will be used by the hiring agency to select employees. 

Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.
