POSITION DUTIES

The Office of Health Care Quality (OHCQ) is the agency within the Maryland Department of Health (MDH) that monitors the quality of care in Maryland's health care facilities and community-based programs. OHCQ is an agent of the Centers for Medicare and Medicaid Services (CMS) and is the designated State survey agency in Maryland. OHCQ issues licenses on behalf of MDH; recommends certification to CMS; conducts surveys to determine compliance with State and federal regulations; and, provides technical assistance and education to providers, consumers and other stakeholders.

This position will administer and coordinate all operations for a team of surveyors; provide technical supervision, training and precepting to surveyors; review the statement of deficiencies prior to issuance; and, serve as the liaison for providers and other stakeholders. This position will also ensure the team's compliance with federal and State privacy laws; prioritize and coordinate survey activities; identify potential enforcement remedies; and, prepare for informal dispute resolution conferences. This position must understand the complexities of the health care spectrum as it intersects with provider types, under the purview of the unit, including hospitals; residential treatment centers; community mental health centers; federally qualified health centers; freestanding medical facilities; health care facilities within correctional facilities; health maintenance organizations; limited private inpatient facilities; and, transplant centers.

Finally, this position will participate as a surveyor to conduct licensure, certification and survey activities in licensed and unlicensed health care facilities or programs, on behalf of MDH and CMS. The purpose of these activities is to determine if a facility or applicant is in compliance with State, federal and local laws and regulations, as well as standards of care, and of practice. These activities directly support OHCQ's mission to protect the health and safety of Marylanders in the health care continuum.

A Health Facilities Survey Coordinator I will be assigned to each of the following OHCQ units: Assisted Living and Hospital Unit. Below is the description of each unit and the role the Health Facilities Survey Coordinator I will be expected to perform in each respective unit, under the supervision of the Program Manager:

Assisted Living and Adult Medical Day Care Unit: Experience in the field of assisted living or adult medical day care is desired. The Coordinator supervises surveyors who primarily go out into the community individually to conduct licensing surveys, renewal surveys, or complaint investigations. The Coordinator may also survey or assist a survey team in the field.

Hospital and HMO Unit: Experience with hospitals, residential treatment centers, health maintenance organizations, freestanding medical facilities, and health care facilities within correctional facilities is desired. The Coordinator supervises independent surveyors or a team of surveyors who investigate complaints and conduct surveys at the above listed facilities. The Coordinator will be required to complete all training programs mandated by the Center for Medicare and Medicaid Services.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.

Experience: Three years of experience in regulatory compliance, facility surveying, quality improvement, or professional work in a health care setting or regulatory agency.

Notes:

1. Graduation from an accredited school of Nursing may be substituted for the required education.

2. A Master’s degree from an accredited college or university in a health field or management discipline may be substituted for one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Administrations classifications or Health Facilities Architect/Engineering specialty codes in the health related field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience conducting surveys at health care facilities and community-based programs, as well as experience supervising surveyors and overseeing a program or organization's compliance to documented rules and regulations.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Nurse graduates must possess and maintain a current license as a Registered Nurse from the Maryland State Board of Nursing.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a Motor Vehicle Operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees appointed to positions in this classification will be subject to call-in twenty-four hours a day.

2. Persons appointed to positions in these classifications will be assigned to various geographic areas on a rotating basis.

3. Applicants must be eligible to participate in training courses for Health Facilities Surveyors, as established and sponsored by the federal government. Successful completion of these courses is required for continued surveying activity.
