Main Purpose of Job

This position serves as the Webmaster for the Office of Human Resource Development and Training within the Department of Human Services (DHS). The incumbent in this position is responsible for assisting in the design, development, implementation and maintenance of the online DHS Learning systems. These systems include the intranet website and statewide Learning Management System (LMS) known as “The HUB." This position will provide technical assistance to DHS staff (statewide) in the use of The HUB as well as course design. This position will also assist with some of the Learning Office's administrative functions in related areas.

POSITION DUTIES

This position serves as DHS point person responsible for the development, design and implementation of online training modules utilizing html, JavaScript and Adobe Captivate, this includes working with other administrations within DHS to ensure uniformity of all online training; assists the CLO with the design, maintenance, and implementation of “The HUB," utilizing HTML, Adobe Captivate and JavaScript, this also includes serving as Principal Agency Administrator of “The HUB;" assists the CLO with the design and update of online courses utilizing HTML, JavaScript and Adobe Captivate; works with subject matter experts to ensure the content is accurate and appropriate; provides consultation to others in the areas of needs assessment, design, delivery, and evaluation of online training programs to ensure the provision of high-quality training programs within the Department; coordinates, verifies, and assists the Communications Department in updates to the DHS Learning and HRDT Intranet on an as needed basis to reflect the latest links and add pertinent information; works with vendors and other specialists to implement online training developed externally; and performs other duties as assigned.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of an Associate of Arts degree from an accredited college or university in Web Development, Computer Information Technology, Management Information Systems or other information technology related field to include course work in web page design, development and programming.

EXPERIENCE: One year of experience in web page design, development and programming.

NOTES:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and an additional eighteen months of experience using software which converts other documents into web pages; or using web page developmental software; or writing HTML code; or converting data from project specifications by preparing program code using computer programming languages; or evaluating, implementing and maintaining computer hardware and software; or operating, manipulating, and controlling computer systems may be substituted for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate and completion of an approved certification program for Web Professionals sufficient to provide the necessary skills to build and manage an organization’s web site and to coordinate with inside and outside resources to accomplish that organization’s web goals may be substituted for the required education.

3. Additional experience in web page design, development and programming may be substituted for on a year-for-year basis for a high school education.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Cyber and Information Systems classifications or Cyber and Information Systems specialty codes in the Information Technology field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). 

Include clear and specific information on your application regarding your qualifications.

1. One year experience with web design using HTML code.

2. Experience with HTML and JavaScript Programming.

3. One year experience with management of Learning Management System (LMS) such as Cornerstone.

4. Knowledge of 508 compliance requirements for web pages and online training. 

5. One year working experience in instructional design and with instructional technology.

6. Knowledge of course development software.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.
