Introduction

An essential capability during emergency response is a robust supply chain of equipment and supplies to provide responders with the tools necessary to accomplish their mission.  A complicating factor in this is the diverse nature of the disciplines, agencies, and jurisdictions that respond to these events.  The Maryland-National Capital Region Emergency Response System (MDERS) was designed to develop, refine, and maintain the complex level of coordination amongst emergency response partners. 

A major mission of the MDERS is to promote standardized equipment acquisition and maintain resource management among response partners, including fire, emergency medical services, rescue, law enforcement, public health, hospitals, and emergency management entities from multiple jurisdictions.  The Logistics Coordinator of MDERS manages procurement, tracking, deployment, and inventory of equipment and supplies for the organization and its partner agencies.

Note:  The work locations will be in Prince George’s and Montgomery Counties, with occasional meetings in Baltimore, Northern Virginia, and Washington, DC.

Main Purpose of Job

The Maryland-National Capital Region Emergency Response System (MDERS) is seeking a highly-qualified Logistics Coordinator to manage all aspects of procurement, tracking, deployment, and inventory of equipment and supplies for the organization and its partner agencies. The Logistics Coordinator interfaces with variety of stakeholders, including fire/rescue, law enforcement, emergency management, hospital, and public health representatives. The incumbent coordinates logistics activities with the all pertinent stakeholders to ensure integration, standardization, and interoperability. The Logistics Coordinator leads the selection and implementation of solutions to emergency response needs among the agencies represented by MDERS. The incumbent maintains the MDERS Resource/Inventory Management System. This position reports to the Finance and Logistics Program Manager.

POSITION DUTIES

This position is responsible for, but not limited to, the following duties:

  • Maintain a sophisticated, organized project management approach to manage a broad portfolio of concurrent projects. Solicit proposals from vendors in accordance with procurement requirements.
  • Manage budget as it pertains to equipment and supply acquisition and maintenance.
  • Complete entire procurement process, including order placement, in accordance with local policies and procedures to acquire requisite equipment and supplies.
  • Receive, verify, sort, and organize distribution of supplies and equipment.
  • Implement and maintain asset tracking system for all equipment and supplies.
  • Assist in preparation of Project Management Plans (PMPs) and budgetary requests related to equipment and supplies.
  • Assist in development of plans to operationalize newly-acquired equipment and supplies.
  • Maintain, track, and replenish supplies, medication, and pharmaceutical cache for emergency response personnel.
  • Assist with logistical needs for exercises and training activities.
  • Manage stakeholder and internal requisition process.
  • Work collaboratively with Training and Exercise Program for travel requisitions and reimbursement process for staff, stakeholders, and partners.
  • Represent Maryland ERS Logistics on various local, state, and regional committees, attending meetings of such committees on a routine basis.
  • Interface with representatives from all stakeholder agencies to meet the logistical needs of each organization while coordinating with other jurisdictions to ensure interoperability and standardization.
  • Maintain robust electronic records to track acquisition, maintenance, and other pertinent data related to software, equipment, and supplies.
  • Coordinate and distribute the movement of supplies, training equipment, and materials throughout the National Capital Region by working with stakeholders and MDERS resources.
  • Coordinate and track necessary repairs for all equipment and supplies.
  • Assume other operational duties as required and assigned.  A challenging component of this position involves responding to fast moving requirements that are new and unexpected.  It will be important to maintain situational awareness of Maryland ERS programs in order to respond quickly to the dynamics of an ever-changing emergency preparedness mission.

MINIMUM QUALIFICATIONS

Education:  A Bachelor’s degree from an accredited university or college.  

Experience:  Three years of progressive experience in logistics and inventory coordination, purchasing, and resource management.

DESIRED OR PREFERRED QUALIFICATIONS

  • Bachelor's degree in government, emergency management, finance, logistics, or a related field.
  • Two years of administrative and financial management experience.

 

  • Ability to manage a broad portfolio of concurrent projects and programs with competing priorities.
  • Ability to manage a moderately complex budget and budget-related software programs.
  • Ability to complete governmental procurement processes.
  • Ability to research and develop specifications for equipment and supplies.
  • Ability to solicit proposals from potential vendors.
  • Ability to apply sound warehouse and logistics physical management principles. 
  • Proficient level of computer skills with basic productivity including Microsoft Office Suite, especially Word, PowerPoint, Visio, and Excel.
  • Proficient level of skill with asset/inventory management software, including interface with computer and other hardware devices. 
  • Ability to be detail-oriented and highly organized.
  • Ability to work independently in an environment with minimum supervision.
  • Ability to facilitate discussions and reach consensus solution amongst a diverse group of end-users, support staff, and leadership with varying needs and capabilities.
  • Ability to create strategic plans, budgets, and project schedules to produce deliverables within parameters set forth by subject matter experts. 
  • Ability to complete routine financial (i.e. requisitions, expense reports, and travel-related items) and project management reports to governing agencies.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees appointed to positions in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a drivers license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
