Introduction

The Maryland Department of Commerce is seeking qualified applicants for a full-time, contractual, Special Projects and Grants Assistant (Administrative Specialist III) within its Division of Tourism, Film and the Arts’- Maryland State Arts Council (MSAC).

Main Purpose of Job

The position supports interstate and interagency project development and implementation, as well as, being administrative support for the Program Director staff for grant oversight, organization, and disbursement.

POSITION DUTIES

The position will coordinate special projects with the Executive Director, Board and Program Directors, developing interstate arts partnerships, and partnerships with non-arts organizations. As a grant assistant the incumbent will process all Grant Determination Forms, assist with panelist procedures and processes, process panelist reimbursement forms and paperwork, file site evaluations after the application cycle, facilitate grants panel nomination process, compile and distribute information to panelists, establish online applications for all programs,  provide technical assistance to applicants, coordinate project documentation for marketing and communications, send email with panel instructions, follow-up with panelists and applicants via check in and reminder emails, monitor submissions and prepare for review, organize file of artist work sample, organize applications and communicate about missing or incorrect materials, schedule and coordinate site visits for Program Directors and panelists, establish working relationships with statewide partners for the design and implementation of various programs and with the public and grantees to assist in the grant disbursement process.  

The selected employee will be well organized, able to work independently, and have an aptitude for detailed work; possess proficiency with Microsoft Office Suite including Word, Excel, Access, and PowerPoint, Google Mail and/or other relevant programs; strong interpersonal, written, and oral communication skills to work with high level public and private sector officials; the ability to effectively present information, explain policy, respond to inquiries; and complete concurrent and high priority tasks.

MINIMUM QUALIFICATIONS

Education: Candidates must have completed 60 credit hours at an accredited college or university,  AND

Experience:  Possess two (2) years of experience in administrative or professional work. 

Notes:

1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2. Candidates may substitute a bachelor’s degree from an accredited college or university for the required education and experience. 

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

- Experience working in the public or non-profit arts sector.

- Experience with project management or development.

- Experience coordinating logistical details and/or planning events/meetings.

- Experience providing guidance & responding to inquiries from external/internal customers.  

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
