Introduction

The Interagency Commission on School Construction (IAC), an independent State agency within the Maryland State Department of Education, has a position available for a Communications Officer (Administrator III).   This position is responsible for developing communication content and implementing a public relations program to support the mission of the agency in that it serves to support the delivery of safe, healthy and sufficient school facilities for students, teachers and educational support staff in the State of Maryland.  We are seeking a highly motivated dynamic candidate to work in a self-directed environment, who possesses excellent written and verbal communication skills to compose engaging, effective multimedia content to impart knowledge, understanding and transparency of all activities of the Interagency Committee on School Construction (IAC).

This is a permanent position that serves at the will of the Executive Director of the Public School Construction Program.

Main Purpose of Job

The main purpose of this position is to provide communication and public relation strategies that will educate and inform the public and stakeholders on the complex tasks of owning and affordably operating school facilities and to create and maintain a favorable public image of the Interagency Commission on School Construction (IAC) that provides overall guidance and State funding to the local education agencies (LEAs). Comprehensive and specialized knowledge of the mission of the IAC is required to direct, develop and coordinate the internal/external release of information. The employee directs the gathering of data, assembling of information, preparation of news articles, designs reports and develops informational materials for the agency. This position provides support, maintains and develops key relationships with other State agencies, County agencies, LEAs, partner organizations, and other stakeholders.

POSITION DUTIES

Duties include strategic communications, newsletters, messaging, media relations, internal communications (supporting operations), employee communications, executive communications, issues/crisis management communications, branding, community relations, marketing communications, surveys, event management, and related duties.

Develop strategies and implement professional communications that will impart knowledge, understanding and transparency of all activities of the Interagency Committee (IAC). Ensure the agency web-site and other primary information sources are effective, useful and valuable to customers and stakeholders.

The incumbent of this position will be responsible for administrative work requiring regular use of independent judgment and analysis in applying and interpreting complex administrative plans or policies. The incumbent will also be assigned administrative responsibilities involving the analysis of operational programs or procedures with recommendations for improvements. Additional duties for this position include attending events and participating in recruitment outreach programs on behalf of the agency.

Reviews hiring manager strategies and recommends internal and external forums for the recruitment and retention of highly qualified staff.

In coordination with managers and the Programs Process Administrator, recommend professional development opportunities and revisions to job duties that will improve operational efficiencies.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university in business or public administration, marketing, management science, journalism or a related field.

Experience: Five years of administrative staff or professional experience. Two years of this experience must include experience with public relation events, media briefings or external marketing events office management AND experience supervising the work of others with responsibility to plan and implement effective operational practices and procedures.

Notes:

Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

Excellent written and verbal communication skills, for the development of internal/external communications, newsletters, branding, marketing and survey instruments.

Ability to prepare and modify documents to include correspondence, reports, drafts, and memos.

Elementary knowledge of printing methods and techniques including typography, layout and composition.

Detailed oriented with good analytical skills.

Strong organization skills.

Demonstrate knowledge and experience with Microsoft Windows and Office: Word, Publisher, PowerPoint, and Excel.
