Introduction

The Interagency Commission on School Construction (IAC), an independent State agency within the Maryland State Department of Education, has a position available for an Administrative Officer III.  This position directly assists and supports the Facilities Maintenance Group (FMG) Program Manager responsible for coordinating the statewide assessment and reporting of PK-12 school facilities maintenance effectiveness of the 24 local education agencies (LEA)s’ maintenance programs including the interface of maintenance capital needs into educational facility master plans.  The position supports the mission of the maintenance assessment program which is to effectively protect and extend the State’s capital investment in PK-12 school facilities that provide properly functioning, safe, and healthy environments for students, staff and community. 

We are seeking a highly motivated candidate to work in a self-directed environment, who possesses excellent written and verbal communication skills to compose high-quality and high-frequency communications that promote the importance of the LEA maintenance programs and the public’s understanding of maintenance needs, maintenance costs, facilities whole-life ownership costs, and the facilities condition, and maintenance performance of PK-12 school facilities.

This is a special appointment position that serves at the will of the Executive Director of the Interagency Commission on School Construction.

Main Purpose of Job

Position works with the Maintenance Support Group Programs Manager, and assists with in-house management of the responsibilities of the State's public school maintenance inspection program. This program exists to effectively protect and extend the State's capital investment in these buildings and to provide safe facilities in which students, staff and communities may function. Employee shall be expected to use independent judgment and analysis in applying and interpreting complex schedules, plans and policies, and to generate, compose, and maintain correspondence, records, reports, and communications related to maintenance inspection activities. Employee shall work with the Deputy Director and other administrative/clerical staff as needed.

POSITION DUTIES

Primarily works with the Maintenance Support Group Program Manager and is responsible for the coordination of all processes and information gathered, organized, and transferred for the purpose of effectively and efficiently reporting the maintenance effectiveness of the LEAs’ PK-12 public school facilities and the performance of their maintenance management systems.

Schedules assessors, collects data, reviews for completeness and consistency, creates reports, manages records, and makes available benchmarks and best practices for sharing with LEAs.

Develops and implements high-quality and high-frequency communications that promote the importance of LEA maintenance programs and the public’s understanding of maintenance needs, maintenance costs, facility whole-life ownership costs, and facility condition and maintenance performance of PK-12 school facilities.

Incumbent makes recommendations to the Program Manager for the creation, revision, and replacement of procedures and processes to continually improve delivery of the work of the FMG and the IAC.

Produces, including necessary desk-top publishing, the statutorily required annual maintenance report that includes compilation of all data from individual school assessments into useful LEA explanative reports, inserts “report cards” and photos, creates necessary graphics, and completes other necessary document publication requirements.

Incumbent is responsible for administrative work requiring regular use of independent judgment and analysis in applying and interpreting complex administrative maintenance plans or policies.

Incumbent has administrative responsibilities involving the analysis of operational programs or procedures with recommendations for improvements.

 

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university in business or public administration, management science or a related field.

 

Experience: Three-year’s of experience in administrative or professional work.

NOTES:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

Excellent written and verbal communication skills using Business English, for the development of internal/external communications.

Demonstrable knowledge and experience with Microsoft Windows and Office: Word, Excel, Publisher, PowerPoint, and InfoPath.

Ability to prepare and modify documents, including correspondence, reports, drafts, charts and memos. 

 

General database concepts.

 

Detail oriented with good analytical skills.

 

Highly motivated in a self-directed work environment.

 

Ability to analyze department needs and present appropriate solutions.

Elementary knowledge of printing methods and techniques including typography, layout and composition
