Introduction

The Office of Administrative Hearings (OAH) is seeking candidates for our position of Director of Finance and Administration. Applicants must be a current State of Maryland employee for consideration. The Director is a member of senior management staff at OAH, and with a staff of six, manages the functional areas of Budget, Accounting, Human Resources, Payroll and Timekeeping, Procurement, Facilities Operations, Fleet, and Inventory.

Preferred candidates should have strong expertise in Maryland State budgeting and fiscal operations, with considerable knowledge of the other functional areas noted above.

LOCATION OF POSITION

The Office of Administrative Hearings is located at 11101 Gilroy Road, in the heart of Hunt Valley, MD. We offer plenty of free parking and excellent office accommodations.

Occasional travel to OAH remote leased offices, or to Annapolis for meetings, may be required, thus possession of a valid driver's license is required.

Main Purpose of Job

The incumbent independently manages the Finance and Administrative Services units for OAH. He/she reports directly to the Chief Administrative Law Judge and directly supervises a Fiscal Services Administrator for accounting, payroll and timekeeping operations; an HR Administrator for all personnel operations; an Administrative Officer for Facilities Operations and Procurement; and a Management Associate. There are two subordinate positions in the finance office.

The Director must be fully proficient in the State budget process and be able to accurately provide budget forecasts, expenditure reports, impact of budget cuts, and other related finance information to the OAH management team in order to meet operational needs and goals.

POSITION DUTIES

  • Prepare and monitor Agency budget
  • provide guidance and direction on fiscal matters to the Chief Administrative Law Judge;
  • prepare fiscal notes for proposed legislation;
  • supervise the collection of over $2.1 million in application fees submitted to OAH annually;
  • supervise year end close-out;
  • authorize disbursement transmittals, adjustments and inter-agency transfers through R*STARS;
  • function as FMIS Functional Coordinator for OAH;
  • oversee the activities of the HR Director;
  • oversee accounting, timekeeping and payroll activities of the Fiscal Administrator;
  • oversee fleet and facilities' operations activities of the Administrative Officer.

MINIMUM QUALIFICATIONS

Education:  Bachelor's degree from an accredited college or university, preferably in accounting, finance, business management or a related field;

Experience: Five years of experience in Maryland State government administrative, management or professional work, three of which must be related to finance management, including State budgeting.
