This is an opportunity to join this nationally recognized, award-winning organization and apply your skills to this high public purpose and challenging area.  Annually, the Department of Housing and Community Development finances approximately 4,400 units of multi-family rental housing in 40 properties, amounting to $950 million in construction and permanent financing.  Funding comes from a variety of sources, including state-appropriated funds, taxable and tax-exempt revenue bonds, federal low-income housing tax credits, federal HOME funds, and other federal funds.  Additionally, The Department of Housing and Community Development administers rental assistance programs and innovative initiatives designed to expand affordable housing opportunities for persons with disabilities, increase the energy efficiency and sustainability of affordable multifamily developments, and preserve rental housing.

LOCATION OF POSITION

7800 Harkins Road, Lanham, Maryland 20706. 

The Department of Housing and Community Development's Headquarters Office is located in Prince George's County across from the New Carrolton Metro stop.

POSITION DUTIES

The Division of Community Development Administration - Business Lending Unit is seeking a seasoned Business Development Manager.  As the division continues to grow, with estimated annual lending volume expected to reach $50 million per year by 2019, the Business Lending Division has an immediate opening for a dedicated Business Development Manager.

The Business Development Manager will be responsible for the promotion and marketing of the Neighborhood Business Works Program and small business lending program to financial institutions throughout the State of Maryland.  The incumbent will also assist with identifying other lending opportunities to assist in the promotion of other lines of business such as, energy efficiency and multi-family development.  The individual will evaluate requests for financing and commercial revitalization projects that forward the Department of Housing and Community Development’s mission of supporting and retaining the growth of small businesses in the State of Maryland.  This includes meeting directly with Banks, Community Development Financial Institutions, Developers, and Economic Development Agencies, both at the City, County and State levels. 

The incumbent must have a strong banking and lending background with a solid knowledge of commercial real estate lending.  The incumbent should also have significant contacts throughout the financial services industry. A thorough knowledge and experience with loan guaranty programs, credit enhancements, loan participations and Small Business Administration lending requirements are essential.  

MINIMUM QUALIFICATIONS

Education:

A Bachelor’s Degree in Business Administration, Management, Finance, Marketing or related field.  

Experience:

Three years of experience evaluating  commercial loans including a strong commercial real estate lending background.  The individual must have experience in evaluating corporate and personal tax returns, financial statements for both For-Profit and Non- Profit entities and the ability to structure deals upwards of $5 million.  A strong marketing and sales background within the financial services industry and oral presentation skills are required.  

Notes:  

1. Additional experience as defined above may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in loan specialist classification or loan specialist specialty codes in the loan specialist field of work on a year-for-year basis for required experience and education. 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to those with demonstrated experience in the Banking and/or Community Development Financial Institutions; including familiarity with the following programs:

  • Small Business Administration Lending
  • Loan Guarantees and Credit Enhancements
  • Loan Participations
  • Business Development Experience
  • Commercial Lending Experience including Commercial Real Estate Lending
