Main Purpose of Job

The Department of Labor, Licensing and Regulation (DLLR), Division of Workforce Development and Adult Learning (DWDAL) is accepting applications from qualified candidates for Program Manager I to support the Disability Employment Initiative grant within the Office of Workforce Development (OWD). This positon will serve as a liaison between federal, state, and local partners for the DEI grant. The candidate will be responsible for implementing the Disability Employment Initiative's (DEI) strategic service delivery components. The primary role will be to coordinate services with Disability Resource Coordinators at the American Job Centers, coordinate disability related trainings and meetings, monitor and report grant progress, and to provide technical assistance to staff regarding disability related resources, reasonable accommodations, and coordination of services for individuals with disabilities.

POSITION DUTIES

This positon will serve as a liaison between federal, state, and local partners for the DEI grant. The primary role will be to coordinate services with Disability Resource Coordinators at the American Job Centers, coordinate disability related trainings and meetings, monitor and report grant’s progress, and to provide technical assistance to staff regarding disability related resources, reasonable accommodations, and coordination of services for individuals with disabilities.

MINIMUM QUALIFICATIONS

Education: Bachelors Degree  

Experience: Five years of experience administering case management, career planning, or academic training to individuals with disabilities.   

Notes:1. Additional years of experience will be substituted for the Bachelors degree on a year-for-year basis for the required education.

SELECTIVE QUALIFICATIONS

Two years experience working with staff at the American Job Centers or disability related organization.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of the Workforce Innovation and Opportunity Act and grant management or implementation experience.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
