Introduction

The Maryland Institute for Emergency Medical Services System (MIEMSS), Policy, Regulations, and Government Affairs is seeking a candidate to fill the vacant Program Manager I, Management Service position in its Licensure and Certification Department.

This Management Service position serves at the will of the Executive Director of the Maryland Institute for Emergency Medical Services System (MIEMSS).

Main Purpose of Job

This position is responsible developing, implementing, coordinating, and conducting training and testing for certification of providers of emergency medical services, as well as assisting in the development and implementation of EMS policies and procedures. This position provides technical advice and guidance to adjunct and contractual test evaluators and instructors.

POSITION DUTIES

  • Directs emergency medical services training and certification activities in the Advanced Life Support Program, and serves as a National Registry of Emergency Medical Technicians ALS Representative for Maryland;
  • Schedules, administers and grades emergency medical services provider certification examinations;
  • Recommends the certification/licensure, recertification and decertification of individuals as emergency medical services providers through review of applications for certification/recertification; oversees process management of the office of Licensure & Certification; 
  • Assists with processing emergency medical services provider recertification applications;
  • Reviews emergency medical services provider training program curricula developed by public and private sector organizations to ensure adherence to emergency medical services standards, guidelines and protocols;
  • Ensures quality of education and instructional EMS programs utilizing the QM process;
  • Audits emergency medical services provider training conducted by others to assess the quality and effectiveness of the training, and review applications for continuing education credits.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Two years of experience developing, implementing, and conducting training for providers of emergency medical services.

Note:

Additional experience as a certified emergency medical services provider, certified emergency medical services instructor or emergency medical services test evaluator may be substituted on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

1. Experience developing, implementing, and conducting testing for the certification of providers of emergency medical services

2. Master’s Degree

3. Demonstrated experience with strategic planning

4. Experience with software, including personnel or licensure tracking

5. Experience with Learning Management Systems

6. Experience with Title 30 of COMAR Regulations

7. Experience managing and evaluating data

8. Public speaking experience

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification are required to possess and maintain current certification as a paramedic and MICRB Instructor.

2. May be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator license valid in the State of Maryland.
