Main Purpose of Job

This professional position has statewide responsibilities to develop, implement and enhance a continuing program for the establishment, improvement and utilization of Community Rehabilitation Programs (CRPs) Responsible for building cooperative relationships with CRPs for the purpose of promoting the employment, economic self-sufficiency and independence of individuals with disabilities, as well as programs to support Pre-Employment Transitioning Services (Pre-ETS) for students with disabilities. Provides leadership in statewide implementation of supported employment practices for individuals with significant disabilities. Provide assistance to the Specialist for the Deaf for the Rehabilitation Communication Specialists (RCSs).

POSITION DUTIES

Accreditation

Reviews accreditation documentation of providers; prepares/revises cooperative agreements; reviews proposals for new or revision to existing programs; establishes fees for the programs services purchased from the  CRPs; updates fee schedule and disseminates to DORS staff; conducts annual assessment of the capacity and effectiveness of CRPs and develops, with input from stakeholders; plans for improvement and provides monitoring of CRPs.  

Technical Assistance

Interprets federal law and regulation of the Rehabilitation Act, as amended, by WIOA, COMAR, and State policies; assists CRPs to expand services to include underserved populations, such as for the blind and visually impaired and Pre-ETS; encourages CRPs to improve the quality of services provided; address client and/or staff complaints concerning the quality of services provided at a CRP and RCSs; works with staff and the CRPS and RCSs to resolve billing issues or issues of policy interpretation.  

Leadership in Supported Employment

Provides leadership in promoting practices in community programs through development of effective partnerships with other state agencies, including MHA and DDA, and community organizations; develops and presents training in state of the art rehabilitation practice in partnership with CRPs.  

Liaison Activities

Provides leadership to DORS CRP Liaisons, the CRP Advisory Committee and provides support for quarterly meetings of technical specialists, as appropriate; represents DORS on appropriate RSA committees, professional organizations and with other state agencies.  

Other duties as assigned such as, staff training, provides training to staff of CRPs; in collaboration with the DORS Staff Specialist, HRD, provides training to new and experienced DORS staff; staff related to utilization of CRP; serves as a member of the DORS Quality Assurance Review Team, provides assistance to the Staff Specialist for the Deaf in the management of the RCSs program.

MINIMUM QUALIFICATIONS

EDUCATION:

Possession of a Master’s degree or at least 36 hours of equivalent post-baccalaureate course work in rehabilitation counseling or rehabilitation administration or a closely related field.   

EXPERIENCE:

Three years of professional experience in the field of rehabilitation.

NOTE:

Two additional years of experience, directly related to the position, may be substituted for the required Master's Degree.

DESIRED OR PREFERRED QUALIFICATIONS

Must be able to travel statewide; good oral and written communication skills; knowledge of the public vocational rehabilitation program, including federal law and regulation, state regulation and agency policy; understanding of the requirements of Community Rehabilitation Providers in the delivery of vocational services under either BHA or DDA; effectively plan and organize assigned work and meet performance standards; ability to establish and maintain harmonious and effective work relationships with CRP executives and staff, DORS administrators, managers and staff, stakeholders, advocacy groups, other state agencies; ability to analyze complex program issues and recommend solutions; regular attendance and ability to complete work in a reasonable time frame is required.
