Main Purpose of Job

This is a contractual, professional position responsible for managing the financial integrity for the Child Nutrition Programs administered by the Office of School and Community Nutrition Programs at the Maryland State Department of Education.

POSITION DUTIES

Administers the financial integrity for the Child Nutrition Programs (CNPs) to improve program operations and ensure compliance with federal and State nutrition regulations, policies, and procedures in order to minimize fraud, waste and abuse; provides technical assistance to grantees in maintaining fiscal control of programs and in standardizing financial record keeping; reviews expenditure documentation for food, supplies, and services of CNP grantees; develops, reviews, and coordinates grantee financial management, fiscal integrity, accountability, reporting, auditing, and statistical analysis; verifies funding to CNP and meal counts reported for accuracy and validity; and develops resources and tools to diagnose financial effectiveness and identify areas of potential risk.

MINIMUM QUALIFICATIONS

EDUCATION: A Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work in Business Administration, Accounting, Finance, or a related area.  MBA viewed favorably.

EXPERIENCE: Three years of professional experience in fiscal or financial management.  Experience in strategic finance is preferred.

NOTE:   Two years of additional experience as defined above may be substituted for the Master’s Degree.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of federal laws and regulations governing federal grant monitoring, recordkeeping requirements, financial reporting and Federal Child Nutrition Programs; knowledge of accounting principles, budgeting, financial management; skill in organizing, developing, and presenting training programs; ability to interpret and implement policies and procedures; ability to assess programs, identify problems, and determine improvements/solutions to maintain proper fiscal controls; ability to organize and manage multiple tasks; ability to communicate effectively, and establish and maintain effective working relationships in a team environment.

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and possible travel throughout the State are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
