Main Purpose of Job

An Assistant Warden in this class plans, administers, coordinates and reviews the security, treatment and administrative programs of a correctional facility in the state of Maryland. Work involves directing professional, technical, security, clerical, and other staff and subordinate managerial staff. This position is responsible for professional adult facility management and supervisory work of unusual difficulty in directing all security, treatment and administration for facilities. Employees in this classification assist in the supervision of Correctional Dietary Managers, Correctional Case Management Managers, Chaplains, and other staff. Assists in managing the annual budget, including estimates and justifications to include monitoring expenditures of appropriated funds. This position serves as the appointing authority in the Wardens absence. Work is performed in a correctional facility and employees are exposed to and inmates who may be abusive and hostile.

POSITION DUTIES

Oversees the management of program and operational services such as security operations, correctional classification, social work, recreation, psychology, religious services, maintenance, food services and others for the inmate population;

Oversees the management and supervision of institutional personnel;

Develops policies and procedures in order to improve operations in a correctional institution;

Reviews recommendations made by correctional classification personnel in order to approve or disapprove changes in security operations, job assignments, program participation, and disciplinary action;

May coordinate the work release program and develop policies of which to ensure effectiveness in the release and return of inmates;

Handles problems and complaints from supervisory and managerial personnel;

May administer grievance decisions and employee discipline in accordance with Division of Correction and Department of Personnel rules and regulations;

Reviews correspondence directed to the institution and responds appropriately;

Attends task force meetings, and committees in order to supply or collect information and to discuss problems and issues affecting the institution;

Ensures that the institution is in compliance with all regulations of the Maryland Commission on Correctional Standards;

Serves in the capacity of Warden, when necessary;

Performs other related duties.

MINIMUM QUALIFICATIONS

Education: An Associate’s degree in Criminal Justice, Business Administration or a related field of study.

Experience: Fifteen years of experience in a Correctional Institution and/or Law Enforcement Agency.  Five of those years must be in a senior management position - planning, directing, coordinating and monitoring security operations, administrative functions and/or supervising treatment and institutional programs.

Notes:

1. Additional experience in criminal justice or law enforcement work may be substituted on a year-for-year basis for the required education up to one year.

2. Additional graduate level education in Criminal Justice at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

EXAMINATION PROCESS

All persons who meet the minimum and selective qualification will be approved on the certification list and will be placed on the employment (eligible) list for at least one year.
