Main Purpose of Job

This is a professional position responsible for assuring compliance with the provisions requested by the General Assembly to implement the state approved early childhood assessment: Ready 4 Kindergarten: Maryland’s Early Childhood Comprehensive Assessment System (EC-CAS).

POSITION DUTIES

Provides technical assistance to LEAs for planning, implementing, and evaluating activities related to Ready 4 Kindergarten (R4K): Maryland’s EC-CAS for its census and random sample Kindergarten Readiness Assessment (KRA) administration in the 24 local school systems and for the Early Learning Assessment in early care and education programs not affiliated with local school systems; access data, prepare, clean, code and analyze data, and report results of the analysis of student assessment data using SPSS or SAS statistical software packages and appropriate statistical methods; develops training protocols for data analysis for districts, schools, and  classroom teachers, and for early care and education providers in the implementation of R4K; disseminates school readiness information at national forums and participates in national workgroups associated with the development of kindergarten assessment systems.

MINIMUM QUALIFICATIONS

EDUCATION: A Master’s Degree or equivalent 36 credit hours of post baccalaureate course work in Education, Educational Administration/Supervision or a related field.

EXPERIENCE: Four (4) years of professional experience in coordinating or administering an education program or service directly related to Early Learning.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of Early Learning development programs and assessments; knowledge of Maryland Alternative Approved Preparation Program; knowledge of State and Federal laws, policies, issues and regulations governing education programs for Early learning students; skill in developing and presenting staff development; ability to apply computer models to analyze school readiness results; ability to support teachers and administrators; ability to establish and maintain harmonious working relationships; ability to communicate clearly and effectively both orally and in writing.

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and possible travel throughout the State are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
