Main Purpose of Job

The Prevention and Health Promotion Administration's (PHPA) mission is to protect, promote, and improve the health and well-being of all Marylanders and their families through provision of public health leadership and through community based public health efforts in partnership with local health departments, providers, community-based organizations, and public and private sector agencies, giving special attention to at-risk and vulnerable populations.

This position manages the Prevention and Health Promotion Administration's Cancer and Chronic Disease Bureau and is a member of the Leadership Team working with the PHPA Director/Deputy Director. The incumbent provides clinical and administrative/operational leadership for the Center for Cancer Prevention and Control, the Center for Tobacco Prevention and Control, the Center for Chronic Disease Prevention and Control, and the Office of Oral Health. This position manages through subordinate Office Directors, a total budget of approximately $85 million and a staff of approximately 110 residing in permanent state positions (80 pins) and contractual employment.

As a member of the Leadership Tea, and in relation to the Cancer and Chronic Disease Bureau, the position manages internal operations, including policy and procedure development, personnel functions, trainings, and workforce development initiatives. This position assists the PHPA Director/Deputy Director in achieving the major goals of PHPA, which are: strengthening program effectiveness, improving organizational effectiveness, and providing public health leadership for addressing cancer and chronic diseases issues. This position may act for the PHPA Director or Deputy Director in either's absence if assigned by the Director.

This position also develops statewide partnerships and initiatives related to public health and cancer and chronic disease. These responsibilities include: (1) Coordination of surveillance activities related to cancer and chronic disease; (2) Providing coordination, expert knowledge of clinical consultation and public and personal health issues related to cancer and chronic disease; and (3) Supervision of regulatory or statutory programs related to cancer and chronic disease.

MINIMUM QUALIFICATIONS

Requires an MD degree from an accredited college or university, Board Certification, and two years of medical practice, preferably at a supervisory or administrative level.

The successful applicant should have demonstrated public health experience at either the federal, state, or local level. The successful applicant should also have at least three years of management experience including responsibility for developing budgets, tracking expenditures, and staff recruitment and management. The successful applicant should have at least 3 years experience related to cancer, chronic disease, tobacco and/or oral health.  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Applicants must be licensed and currently registered with the Maryland Board of Physicians to practice medicine under Maryland State law.  A copy of the current registration must be attached to the application.
