Introduction

This is a position specific recruitment for the Department of Natural Resources, Engineering & Construction Unit. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The Department of Natural Resources (DNR), Engineering & Construction Unit, is currently accepting applications for an Agency Project Engineer/Architect III. Under direction of the Chief, In-House Construction Services, this position serves to direct and supervise construction and maintenance of DNR's boating facilities, piers, bulkheads, jetties, public boat ramps, channel and maintenance dredging for navigation and boating access to facilities. This position is responsible for ice breaking operations in the Chesapeake Bay and its tributaries as well as responding to clean-up of floating debris after a tropical storm or hurricane at the request of MEMA. Position directs marsh, wetland and shoreline restoration projects that promote bird and wildlife habitat.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree in engineering or architecture from an accredited college or university.

Experience: Two years of experience as a design and project manager engineer or architect for agency capital and operating construction, maintenance and system services projects.

Notes:

1. Additional experience as an engineer or architect in the building construction field involving the design, construction or repair of building structures or system services may be substituted on a year-for-year basis for the required education.

2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Architecture field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Applicants must meet the minimum and selective qualifications to be considered. Include clear and specific information on your application regarding your qualifications.

If not using substitution 2 or 3 noted above, then one year of experience driving/vibrating piles and sheeting (steel, wood and polymer) for piers, bulkhead and cofferdams is required.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualifications; please include clear and specific information on your application regarding the qualifications.

1. Possession of a valid Maryland Commercial Driver's License (CDL).

2. Experience hauling wide loads, heavy equipment and various types of trailers.

3. Knowledge of Maryland Department of Transportation (MDOT) laws, vehicle inspection and weigh station procedures.

4. Experience with cable crane and excavator operations.

Please note, the ideal candidate should have knowledge of the following: job site management; General and Marine Construction; use of heavy equipment; wetland restoration techniques; regulations governing site development projects. The ideal candidate will possess the ability to manage a construction site and staff; operate heavy construction equipment; read and interpret construction plan documents.

LIMITATIONS ON SELECTION

This recruitment is limited to current Maryland Department of Natural Resources employees only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS
