POSITION DUTIES

This is an intermediate level position with the Questionable Returns Detection Team (QRDT)/Audit Unit in the Special Projects Section of the Revenue Administration Division. The incumbent of this position performs financial and compliance audits which includes reviewing and auditing suspended returns independently. The position will conduct pre-audit and post-audit research showing the purpose of the audit including duties related to identifying questionable returns, reviewing identity theft, auditing transactions, preparing audit reports and examinations and researching individual taxpayer information. The incumbent will assist with the audit review process of tax preparers participating in Maryland's Modernized Electronic Filing ('MeF') program.

Please Note : Must be willing and able to work Monday through Friday in a full time capacity in the Revenue Administration Division's Annapolis office. Required hours are 8:00am to 5:00pm with an hour lunch or 8:30am to 5:00pm with a 1/2 hour lunch. Must be willing and able to work overtime on Saturdays, holidays and other than normal work hours when needed.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in Accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: One year of experience performing financial and compliance audits of a State agency, grantee, business or other entity.

NOTES:

  1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
  2. Possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.
  3. Applicants may substitute one year of professional accounting experience for the required experience.
  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Knowledge and experience with Microsoft Word and Microsoft Excel or comparable systems.
  • Experience processing large volumes of work, dealing with backlogs.
  • Verbal and written communication skills.Knowledge and experience using Data Warehouse, Business Objects (BOBJ) or comparable systems.
  • Knowledge and experience using the Case Management System (CAMS) or comparable systems.
  • Knowledge and experience using tax processing systems or comparable systems.
  • Knowledge of Federal and State tax laws and returns.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

  1. Employees in this classification may be assigned duties which require the operation of a motor vehicle.
  2. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

Only applicants who meet the minimum and selective qualifications for this recruitment will be considered for this opportunity. The examination will consist of a rating of your education, training and experience. Due to the nature of this list, all qualified applicants are placed on an unranked list of candidates and will remain active on this list for at least one year.  

Qualifying applicants are subject to an oral interview. Prior to appointment, the employee must successfully undergo a comprehensive background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986. Upon initial appointment OR promotion to a position in the State Personnel Management System, an employee is required to serve an initial six month probationary period. This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
