Main Purpose of Job

Oversees all fiscal services for the agency, serves as the Finance Officer for the Charles County Department of Social Services, providing management of accounting and payments, fiscal reporting, budget preparation and monitoring.

POSITION DUTIES

Plans and coordinates all fiscal services for the agency; plans, coordinates and supervises the work of the Fiscal Unit staff; oversees all accounting operations; modifies and implements manual and automated systems in accordance with general accepted accounting principles (GAAP); provides fiscal authorization for purchases by Procurement as well as fiscal approval for contracts and monitors expenditures. Prepares special budget projections; oversees the preparation of the operating budget, calculating and verifying estimated expenditure; prepares special budget projections and recommends adjustments in budget appropriations to meet operational necessities.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the Financial field on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

The ideal candidate will possess the following:

1.  Two years of supervisory experience in a fiscal department.

2.  One year of experience using the Financial Management Information System (FMIS).

3.  One year of experience using Microsoft Office Suite - Word, Excel, PowerPoint, etc.

4.  One year of experience using Intuit QuickBooks or similar computer software.

5.  One year of experience auditing.
