NOTE: While the position is full-time day-shift under day-to-day conditions, it is subject to an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis.

Main Purpose of Job

NOTE: This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis. The Maryland Emergency Management Agency (MEMA) is the agency of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery. MEMA works to ensure that all Marylanders are prepared, and to make Maryland more resilient. The Mission Support Directorate is a critical part of MEMA’s mission and the successful execution of its preparedness and resilience efforts. This position directly reports to the Deputy Director, Mission Support. The Grants Branch Manager directs, plans, and organizes MEMA’s Grants branch including accounting, financial management information systems, budget management, financial planning, and compliance with federal requirements. The position has administrative responsibility for all grants management functions and applies current technology to ensure MEMA operations are consistently and appropriately funded, develops grants policies and procedures for immediate and long range grants management and planning, ensures compliance with State and federal rules and regulations and serves as an advisor for the Deputy Director, Mission Support and other executive staff on all grants-related budget, fiscal reporting, and financial business goals and objectives for MEMA.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Grants management information systems work
  • Budget management
  • Financial planning and management
  • Policy and procedures
  • Financial reporting
  • Coordinating with the Finance Branch
  • Procurement

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university with thirty credit hours in Accounting or related courses, including or supplemented by three credit hours in auditing.

Experience: Five years of experience examining, analyzing and interpreting financial systems, records and reports by applying generally accepted accounting principles or other fiscal related work.

Notes:

1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirements referenced above.  

2. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for two years of the required experience.    

3. Additional professional budgeting experience may be substituted on a year-for-year basis for the required education.
