Main Purpose of Job

This position is to work as a team supervisor of the fiscal account technicians and also carry out the full functions of the level of work performed by the finance officer when absent. This position will provide professional management to the local department of social services pertaining to fiscal operations. Works with the finance officer to formulate accounting objectives, policies, creates and implements procedures, systems and controls. Ensures compliance of fiscal operations to the regulations of State COMAR, General Accounting Division (GAD), Department of General Services (DGS), Department of Human Services (DHS) fiscal manual, other related agency, departmental, local and state government mandated policies and procedures.

POSITION DUTIES

This positions will develop, update and implement automated spreadsheets to appropriately complete audit reports as required. Ensures adherence to the requirements of the State Finance and Procurement Article of the Annotated Code of Maryland, specifically, Section 15-103 that all invoices received by the State, including foster care requests for payment, must be paid within 30 days. This position must verify reports and properly check the accuracy of the reports submitted. Supervise and provide training for the fiscal staff so as to be able to perform their required job functions. Prepares analysis of a budget code change if needed. This position must communicate effectively by telephone, in writing and by personal contact with supervisors, contemporaries, and other personnel in other local departments to meet objectives.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

Notes:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

The ideal candidate will possess:

1. One year of experience in a supervisory role.

2. One year of experience performing audit functions.

3. Six months of experience using FMIS (Financial Management Information System), MD CHESSIE (Children's Electronic Social Services Information Exchange), CARES (Client Automated Resource Eligibility System), AFS (Automated Fiscal System) or other commercial computerized accounting system.

4. One year of experience using Microsoft Office Suite...Excel & Word to prepare spreadsheets and reports.

5. One year of experience with banking functions such as accounts payable/accounts receivable.

6. One year of experience training new employees on state accounting systems.
