Main Purpose of Job

This position supports the Department of Human Services (DHS) automated mainframe and web-based systems within the Office of Technology and Human Services (OTHS) by providing system-related policies and procedural program support to DHS central and local stakeholders of DHR Information Systems (DHRIS). The incumbent in this position is primarily responsible for providing leadership and guidance to a team of IT Functional Analysts in problem analysis and on-going support activities associated with the Client Automated Resource and Eligibility System (CARES), the Client Information System (CIS), the Maryland Children's Electronic Social Services Information Exchange (MD CHESSIE) and the Maryland Department of Refugees and Asylees (MORA); provides related activities to other mainframe and web-based applications within OTHS as needed: and works at various locations statewide. This position also encompasses DHS most mission-critical systems, and is the primary information system resource for providing the delivery of social and community services programs, family assistance, child welfare, child support and refugee services to several hundred thousand of Maryland's most needy and economically disadvantaged citizens.

POSITION DUTIES

Conducts in-depth research into CARES, Services, MD CHESSIE or other OTHS system's functionality as a result of system issues and questions elevated through the Help Desk, originating from end-users throughout the State; reviews error codes generated by the application system to determine the appropriate corrective action; works with appropriate Technical Programmer Analysts to provide appropriate and timely corrective action when agency user operations are adversely impacted by application system's malfunction or errors; completes on-line corrections, or data corrections to a limited number of internal DB2 tables to correct specific automated case deficiencies; maintains and/or creates system materials, including policy, training materials, system manuals, design documents for reference and research purposes; provides on the job training for lower level IT Functional Analysts; attends training orientations, stakeholder meetings, policy briefings, training sessions and conferences as needed; provides advice, assistance, and guidance to system users in defining functional requirements to CARES, or other OTHS automated systems for the advancement of system applications, new functionality, interfaces, or corrections of deficiencies; conducts training on Help Desk automated system's functionality for end-user; creates UAT test scenarios/documentation within the AGILE or waterfall process using the BDSD/requirements, including deliverables as internal reference material such as policy directives and current design functionality documentation; conducts User Acceptance Testing for software medications in a separate database region; analyzes the results of testing documents problems issues and elevates those concerns to the unit supervisor or technical team as appropriate; monitors corrective actions taken by the technical contractor and completes regressive testing; ensures that the software works as designed and that the software updates do not detrimentally impact any other functionality or processes; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems.

Experience: Two years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

Notes:

 1. Graduation from an accredited high school or possession of a high school equivalency certificate and two additional years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms may be substituted for the required education.

 2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

One year of experience with DHS's Information Systems such as: CARES, AIMS/AMF/MMIS, WORKs, myDHR, CSES, MD CHESSIE, Services, MORA

One year of experience with DHS program administration rules, policy regulations, and procedures, with an emphasis on the programs administered by the Family Investment Administration and Social Services Administration.

One year of experience with 'User Acceptance Testing activities within DHRIS, operating systems and data communication software.

Possess the ability to manage the implementation and correct operation of changes within DHR Information Systems.

Possess the ability to conduct TSO inquiries to identify and control Database information.

Strong customer service, written and oral communication skills.

Demonstrated skills in effective time management, priority setting, multi-tasking, problem solving and critical thinking.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
