Main Purpose of Job

The Maryland Emergency Management Agency (MEMA) is the agency of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery. MEMA works to ensure that all Marylanders are prepared, and to make Maryland more resilient. Emergency preparedness planning is a critical part of MEMA's mission and the successful execution of the Agency's Center for Preparedness Excellence.

This job posting is for a Personal Services Contractor position with the Maryland Emergency Management Agency (MEMA), which will serve as the MEMA GIS/WebEOC Specialist.

This position reports to the Assistant Director of Operations.

This position operates within an on-call, rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis.

This position is responsible for:

  • Providing assistance with geographic information systems (GIS), including spatial analyses, development of map-enabled computer applications, geographic systems integration, OSPREY application support and administration, GIS training, GIS layer development and maintenance, or other GIS-related functions;
  • Providing support for the administration of WebEOC for both State and local implementations, to include database management, software and server maintenance, process and workflow management, board building, and GIS integration; and
  • Providing surge staff to MEMA, the State Emergency Operations Center (SEOC), and/or Opioid Operational Command Center (OOCC) in both steady-state and emergency situations.

This position supports State and local efforts related to emergency preparedness. The position also supports Agency programs, projects, and activities related to the overall Agency mission, and may be tasked to support other related Agency programs, projects, and activities, as assigned by the Assistant Director of Operations, Deputy Executive Director, and/or the Agency Executive Director. In order to fulfill these responsibilities, this position requires strong communication and collaboration skills, as well as technical skills.

POSITION DUTIES

This position is primarily responsible for providing assistance with GIS, supporting the administration of WebEOC, and staffing the SEOC/OOCC.  Tasks will include:

  • Administering WebEOC (the State of Maryland’s software tool for supporting situational awareness and facilitating resource support) to include database management, software and server maintenance, process and workflow management, board building, and subsystem maintenance
  • Integrating GIS and incident management systems
  • Querying and Reporting using SQL
  • Developing web-based forms and tables that use complex SQL expressions
  • Developing behavior in database-driven web pages with JavaScript
  • Creating and Formatting basic web-based pages with HTML5 and CSS
  • Providing emergency management training related to GIS and WebEOC
  • Researching, identifying, developing, and obtaining new emergency management incident-specific data
  • Maintaining existing emergency management incident-specific data
  • Representing MEMA’s programmatic efforts with regard to GIS and WebEOC at meetings, workshops, and conferences
  • Facilitating the identification and implementation of software solutions, including application development
  • Supporting GIS software maintenance
  • Developing, updating, merging, appending, and validating datasets, including databases, geodatabases, and other GIS-based files
  • Digitizing paper datasets
  • Producing maps
  • Supporting administration of OSPREY (the State of Maryland’s situational awareness solution)

 

This position also supports MEMA programs, projects, and activities related to MEMA’s mission, and may be tasked to support other duties as assigned. This position is considered emergency essential, and supports emergency functions during times of heightened activity, including operating within an on-call, rotating schedule to attend to all emergencies on a statewide 24/7 basis, supporting the State Emergency Operations Center (SEOC).  

 

This position requires strong communication and organizational skills, as well as familiarity with the following technologies:

  • HTML5
  • JavaScript
  • CSS
  • SQL
  • ArcGIS Online
  • Basic word processing and document generation software, such as Microsoft Word and Google Docs
  • Presentation software, such as Microsoft PowerPoint and Google Slides

 

 

 

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology.

Experience: Three years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Science, Computer Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology may be substituted for the required education.

 2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software may be substituted for the required education.

 3. Experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year- for-year basis.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

  • 3+ years experience working with and managing Microsoft SQL Server Databases
  • 1+ year experience using JavaScript and JavaScript Libraries for web development
  • 1+ year experience using HTML5 and CSS for web design
  • Experience with WebEOC (including XSLT and XPATH) or other Incident Management Systems
  •  Experience with Windows Server 2008 or greater
  • Experience with Carbonite Double Take
  • Experience with Python
  • Experience using Esri ArcGIS Desktop, ArcGIS Server, and ArcGIS Online

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
