Main Purpose of Job

The Computer Network Specialist is responsible to the administration, maintenance and monitoring of the Local Area Network (LAN) and Wide Area Network local connections and devices and users connected. Manages all factors associated with the LAN and the Users, including maintenance, troubleshooting, and applications

POSITION DUTIES

Management of network file servers and associated functions.

Works with vendors and/or systems integrators.

Develops training manuals and opportunities for users to improve computer skills.

Maintains an inventory of consumable parts and supplies. Complete procurement of consumable supplies and parts in accordance with State of Maryland policies and procedures.

Desktop and Server management including security, data protection, virus protection and patch management.

Professionally and courteously responds to service requests from users at all technical levels.

Manages, maintains, and supports as necessary the telephone, and cell phone system. Provides timely and accurate reports to Administration as requested.

At all times, the incumbent will provide customer service to both internal and external customers.

Manages and controls inventory automation equipment, including, but not limited to main frame, computer, printer and communication.  Follows State of Maryland policies and procedures for disposal of outdated or broken equipment.

Keeps up-to-date on trainings and certifications as well as the latest technologies.

Performs many and varied other duties relating to computer hardware/software as assigned by the Director or Assistant Directors of Agency. Work or special projects are requested.

Acts as agency security monitor and liaison for  MDCHESSIE and other systems.  Participates in State of Maryland Information Technology Committees.

Emergency Preparedness – DHR employees are responsible for mass shelters when an emergency is declared. As an employee of this agency, you may be required to work in a shelter within the county (Memorandum from Secretary Donald dated 07-11-08).

MINIMUM QUALIFICATIONS

Education: Bachelor's degree in Computer Information Technology, Management Information Systems, or other information technology related field, to include course work in local or wide area computer networks, from an accredited college or university.

Experience: One year of experience planning, integrating and maintaining software and hardware for local or wide area computer networks.

Notes:

1. Candidates may substitute completion of high school or high school equivalency certificate and eighteen months of experience converting data from project specifications by preparing program code using generally accepted computer programming languages or other developmental tools; planning, installing and maintaining data communications network lines and devices; or evaluating, implementing and maintaining computer hardware and software for the required education.

 2. Candidates may substitute completion of high school or high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and applications programming using generally accepted computer programming languages or other developmental tools for the required education.

 3. Candidates may substitute completion of high school or high school equivalency certificate and completion of a certification program in Network Administration, such as Certified Novell Administrator (CNA), Microsoft Certified Product Specialist NT 4.0 Administrator or equivalent certification program for the required education.

 4. Candidates may substitute experience in one of the following areas on a year-for-year basis for a high school education: operating computer systems, scheduling, controlling input and output or maintaining backups or data storage, processing data on computer systems, evaluating, implementing and maintaining computer hardware and software or converting data from project specifications by developing programs using generally accepted computer programming languages or other developmental tools.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Network Analyst classifications or Network Integration and Management specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualifications. Include clear and specific information on your application regarding the qualifications.

The ideal candidate will possess the following:

1. Experience installing operating systems software and network communications software for computer networks and customizing software.

2. Experience developing and conducting trainings to provide assistance to staff for all Google products used by the State of Maryland.

3. Experience using Microsoft Office Suite (Word, Excel, and PowerPoint for example), Google Suite (Google Sheets, Google Docs, Gmail, Google Calendar, and Google Voice), Workday, or JobAps software.

4. Experience in project management.

5. Experience working in Maryland State or Federal Government.
