Main Purpose of Job

The Maryland State Family Planning (MSFP) Title X Program Manager (Nurse Program Consultant Administrator III) provides public health expertise, leadership, and nurse consultation in the daily operations and long-term planning in promoting maternal and child health in the State of Maryland. This position is responsible for the day-to-day operations and oversight of the MSFP and federal Title X Family Planning program to develop and implement new initiatives, programs, or systems of care in the area of maternal and child health and reproductive health. This position provides leadership to 1) develop and implement new program and service initiatives, programs and/or systems of care in the area of reproductive health, 2) provide education, training, and technical assistance, and, 3) perform research, assessment, and analysis of data. This position manages the administration and oversight of selected grants, contracts, and interagency agreements. This position serves as the manager of clinical and professional staff supporting the MSFP/Title X Program.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in Nursing or a health-related field from an accredited college or university.

Experience: Five years of experience as a Registered Nurse including three years of experience in an administrative, supervisory, consultative or teaching capacity.

Notes:

1. A Bachelor’s degree in Nursing or health-related field from an accredited college or university and two years of experience as a Registered Nurse in an administrative, supervisory, consultative or teaching capacity may be substituted for the required education.

2. A PhD in Nursing from an accredited college or university may be substituted for two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Nursing classification or Nursing specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education. 

SELECTIVE QUALIFICATIONS

Candidates must possess at least two years of public health grants experience including responsibility for developing budgets, tracking expenditures, developing work plans and progress reports.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will have at least three years of public health experience related to maternal and child health initiatives.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215.  A copy of your current license or license verification should accompany your application. 

2.Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
