Main Purpose of Job

*This job announcement will be used to fill two vacancies within Maryland Department of Health on the site of the St. Mary's County Health Department.*

Both positions will provide direct nursing care to patients in various community settings and/or local health department clinics. Both positions will receive general supervision from a Community Health Nurse Supervisor, other higher-level nurse or other designated higher-level administrator. Positions do not supervise other nursing staff but may supervise support staff and maybe subject to call-in and overtime based on the staffing needs of the agency. Work may be performed at patients' homes, schools and other community settings where travel is required, and the environment is often unpredictable. Both positions may require lifting and positioning non-ambulatory patients and lifting wheelchairs and other heavy equipment. Both positions also may require long periods of standing, walking, bending and/or reaching. Both positions are Emergency Essential personnel and may be subject to call-back to provide disaster relief services during a disaster emergency.

COMMUNITY HEALTH NURSE II #1 (Full time)

Health Services, Infectious Diseases Unit

The main purpose of this position is to provide community health nursing services in the infectious disease program. This position will be responsible for participating and/or coordinating investigations of infectious diseases. This position requires proficiency in the reporting, surveillance, and/or control of infectious disease, including outbreak and response, consistent with established protocols and utilizing guidance from acknowledged resources. This position will provide outreach to the local community and to individuals on public health matters and clinical nursing activities such as vaccine and medicine administration, disaster response, or other duties as assigned.

COMMUNITY HEALTH NURSE II #2 (Part time)

Assistant Public Health Emergency Planner (PHEP), Public Health Preparedness and Response Unit 

The main purpose of this position is to provide assistance and/or coordination with the duties of the Public Health Emergency Planner for the St. Mary's County Health Department's Emergency Preparedness program. This position will be responsible for strategic and long-term agency coordination for bio-defense and all-hazards emergencies that includes research and development of policies, to include but not limited to dispensing of oral medication, mass vaccine immunization clinics, etc. This position will also work with significant coordination among Federal, State, and/or local agencies, as well as community groups, businesses, and the public. This position will be responsible for the coordination of St. Mary's Unit of Maryland Medical Reserve Corps (MRC), to include volunteer involvement in emergency preparedness activities. This position will prepare and/or assist with ongoing training necessary for agency staff and incident management team. This position will continuously review methods, practices, policies, and procedures to provide input on agency Quality Improvement (QI) processes to improve the effectiveness of their program.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree in nursing from an accredited college or university.

Experience: None.

Notes:

1. Candidates may substitute a Bachelor’s degree in a related field from an accredited college or university and one year of experience as a Registered Nurse for the required education.

2. Candidates may substitute two years of experience as a Registered Nurse for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Nursing classification or Nursing or Health Care Specialist specialty codes in the Nursing field of work on a year-for-year basis for the required education.  

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate for this position will possess:

  • A Bachelors degree or higher in Nursing
  • Experience working with infectious diseases (including investigations and outbreak response)
  • Experience with outreach and awareness within the community (i.e. vaccine and medicine administration)
  • Experience working with emergency preparedness efforts

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215. ***A copy of your current licensure should accompany your completed application.*** 

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
