Main Purpose of Job

The main purpose of this position is to  serve as the Special Assistant to the Assistant State Registrar, which is managerial work relating to the operation of the Division of Vital Records Front Counter, Vault , Mailroom and Correspondence Units collectively. These units are responsible for servicing/processing on estimate 1,000 walk in customers and 1,000 pieces of correspondence weekly requesting birth, death, marriage certificates, divorce verifications, corrections, and amendments. In addition, these units also facilitate the collection, registration, storage and insurance of vital records for the State of Maryland as it pertains to establishing parentage in cases of wedlock, and processing phone internet and kiosk order request for over 1800 constituents. The selected candidate will manage approximately 19 Staff; developing standards for quality control and quality assurance; security of records; providing assistance to various agencies, funeral homes, courts and general public regarding the registration and issuance of records and ensure policies and procedures are in line with mission and regulations of the Agency. Oversight of ACCOMPS and EVRS(birth) and EDVR( death) databases, Vital check credit card payments, and report-out and cross reference data with other reporting agencies to ensure a 95% accuracy rate.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate should be fluent in English and have strong communication and writing skills; data entry skills and computer literacy; ability to comprehend COMAR language and Vital Statistics. The selected candidate should have 3 years managerial/ supervisory experience and should also have one year of experience involved regular database usage.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
