Main Purpose of Job

The primary purpose of this position is to assist HealthChoice eligible Medicaid and MCHP beneficiaries in accessing and appropriately using their health care benefits. By providing assistance to clients who have questions about Medical Assistance (MA) and are in need of help in choosing a health care provider, this position assists the Health Department in meeting it's mission through the implementation of three key public health essential services:  inform, educate, and empower people about health issues, (i.e. assist with finding a health care provider). This position mobilizes community partnerships to identify and solve health problems (i.e. work on Access health care issues), links people to needed personal health services and assures the provision of health care when otherwise unavailable (i.e. assist pregnant mothers to access prenatal care). This is a part-time contractual position working 24 hours per week. The preferred candidate should be bilingual in English/Spanish.

MINIMUM QUALIFICATIONS

Education:    Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling or a related field.  A copy of your transcript must be attached to the application. 

Experience:  Two years of professional experience in health services, one year of which must have been in the option for which application is made.

NOTES: 

1. Applicants may substitute a master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.

2. Experience in the option must be as follows: professional clinical or administrative work in health or medical services in areas other than Mental Health, Developmental Disabilities or Addictions.

3. A bachelor’s degree from an accredited college or university in another field plus one additional year of professional experience in health services may be substituted for the specific degree.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference for candidates who are bilingual in English/Spanish.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
