Main Purpose of Job

Provide administrative, technical and office support to the Director of the Office for Blindness and Vision Services (OBVS) of the Division of Rehabilitation Services. This position also provides secretarial support for the Program Manager II for OBVS , and the Staff Specialists III, for Transition and employment, and deaf/blind on an as needed basis. Requires independent action and thorough knowledge of the organization and related programs.

POSITION DUTIES

Establish and maintain office protocols for the Director of OBVS and immediate staff reporting to the Director including confidential information regarding staff and leave. Maintains and prepares PEP documents and Personnel information. Responsible for coordination  of quarterly training  and other meetings and minutes:  Provide support for the Program Manager II, and Staff Specialists for transition/ worksite and deaf /blind.  Manage and assess all vendor applications for approval by the Director of business Support Services. Review and verify individuals and organizations credentials interested in becoming approved vendors to provide services to persons served by the DORS. Maintain up to date listing of O & M vendors. Reviews and maintains the resource guide to blindness and other OBVS publications. Inspect and determine appropriate processing for incoming personnel documents and correspondence associated with the OBVS, log documents by type of action, transmit documents to appropriate programs/offices or bring documents to the Director's attention for review and approval. Initiate response to inquiries and provide instructions and directions for professional and support staff. Prepare correspondence for the Director's signature. Provide information regarding the vocational rehabilitation, ILOB, and BEP programs to citizens, consumers, public officials, representatives of public and private agencies and organizations. Provide support to the BEP program including: preparing deposits, coordinate the Committee of Blind Vendors including scheduling, distribution of information, and minutes, assist with maintaining BEP vendor files. Maintain current information on facilities and contact information for vendors.   Maintain knowledge of statistical data base maintained by the Division to provide the Director with information associated with client issues, vendor inquiries, case service costs. Prepare reports, financial documents, statistical summaries of a highly complex nature on a monthly basis reflecting budget encumbrances and client outcomes.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years performing secretarial work or clerical work involving typing duties.

Notes: 1. Additional secretarial or clerical experience may be substituted on a year-for-year basis for the required education.
2.Thirty credit hours with a major in secretarial science or office technology from an accredited college may be substituted at the rate of thirty credits for one year of experience for up to two years of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration or Personnel Specialist classifications or Administrative, Clerical, or Office Services specialty codes in the Special Assistant or Secretarial fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience preparing documents such as charts, graphs, and spreadsheets.
  • Experience maintaining strict confidentiality of sensitive matters, including documentation.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
