Main Purpose of Job

This position functions as the Special Assistant to the Executive Director of the Maryland Health Care Commission. Responsibilities include: preparation of the Executive Director's presentations; coordination of the Executive Director's schedule; coordination of assignments to the appropriate staff with completion dates; preparation of written correspondence; provide guidance to other administrative staff on procedures and policies; and the review of material for the Executive Director's approval before submission to the Commissioners. Because of the independent nature of the work performed by the Commission on health regulatory issues, requests for information from the General Assembly are frequent. This position ensures that all requests of this nature are disseminated and completed in a timely fashion, working as a liaison between the Commission and legislative committees. Also, all legislation submitted by the General Assembly on health care is sent to the Commission for a position and fiscal impact. This position is solely responsible for tracking these bills through the legislative process, and the position the Commission will take on each, requiring frequent contact with the Commissioners. The position is responsible for preparation of the legislative tracking report that relays this information to the Executive Director daily and the Commissioners monthly. This position also is required to handle various special projects that are assigned by the Executive Director.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate for this position will possess:

  • experience with the State of Maryland Legislative process
  • experience in applying and interpreting departmental policies, laws, rules, regulations and procedures
  • experience with the legislative process, including organizing, coordinating and/or tracking legislative activities
  • ability to prioritize work, communicate effectively, ability to exercise judgement and discretion
  • ability to maintain confidentiality of sensitive information
  • be well organized and be able to pay attention to detail

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
