Introduction

This is a position specific recruitment for the Department of Natural Resources, Maryland Environmental Trust. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The Department of Natural Resources (DNR), Maryland Environmental Trust (MET) is currently accepting applications for an Administrator III - Fiscal Relations/Customer Relations & Administrative Director.

The position serves as the Fiscal Officer and Customer Relations and Administration Director of the Maryland Environmental Trust and is responsible for the oversight of fiscal and administrative operations. The position reports to and partners with the Director to ensure the implementation and management of MET programs that provide technical assistance, project implementation, and training to diverse partners and the Maryland public to assist in the implementation of conservation easement donations and acquisitions; regular monitoring of conservation easement terms and provisions, landowner assistance needs, funding for stewardship and restoration; and support to land trusts and other groups to accomplish the same in support of sustainable, long term conservation and stewardship of Maryland's natural resources for ecological, economic, social, cultural, and recreational benefits.

This position works directly with the Director to establish program goals; align unit and partner land trust activities with the national Land Trust Alliance's Standards and Practices; oversee the personnel and financial resources of the programs; develop short and long-range plans for program operations and resources; participate directly in determining organizational structure and staffing needs of programs; oversee the development and training of program staff; and represent the department in a liaison capacity with managers and officials of other agencies concerning program activities; serve as a first point of contact for the MET Board of Trustees and the broader public on matters of the unit, attends Board of Trustees meetings, takes minutes and prepare Board packets, and agenda; initiate and implement best practices and processes for communicating and resolving requests; and follow through with internal and external constituents.

Other duties include the following:

  • Executive Assistant and critical partner to MD Environmental Trust (MET) Director
  • Supervises Technology and Quality Control Manager and future seasonal contractual employees
  • Oversees recruitment and manages paid interns and volunteers
  • Liaison to DNR Secretary, OAG and Office of Communication
  • Administration of Keep Maryland Beautiful grants program and land trusts assistance grants
  • Supports Board of Trustees in all governance matters, including staffing board committees
  • Oversees land trust accreditation preparation and application process

MINIMUM QUALIFICATIONS

For education obtained outside of the United States (U.S.), you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the U.S., please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at http://www.naces.org/members.html prior to hire.

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualifications; please include clear and specific information on your application regarding the qualifications.

Professional experience working in an organization in the land and water conservation field.

Bookkeeping/accounting experience.

Experience managing multiple projects and deadlines.

Experience managing and motivating staff to set goals, complete projects and meet deadlines.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
