Main Purpose of Job

The Administrator II will work within the Office of the Inspector General-Quality Assurance Unit. The Administrator II will ensure that the Department is in compliance with the execution of policy and daily operations of detention facilities, committed facilities and community offices under DJS jurisdiction.

POSITION DUTIES

The Administrator II will work in the Office of the Inspector General within the Quality Assurance Unit. The Administrator II will perform as a member of the Facility and Field Audit Team. Facility Audit duties will include ensuring the efficiency and effectiveness of the DJS committed programs and detention facilities. Field Audit duties will consist of monitoring and evaluating the quality of DJS case management practices.

As an Administrator II, the incumbent will uphold the Department's compliance standards that are required by statue, regulations, policies, and administrative directives. The incumbent will implement, monitor, and evaluate best practices to ensure the health, safety, and wellbeing of youth in DJS care. The Administrator II will provide technical assistance as requested and represent the Department at internal and external meetings.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Three years of the above required experience must be providing case management or resource specialist services to emotionally or socially maladjusted, delinquent, victimized or exceptional juveniles in a community or residential setting.

DESIRED OR PREFERRED QUALIFICATIONS

• At least one year of experience with using the following software databases: ASSIST, SAFE MEASURE, and METS
• At least one year of Supervisory management experience in a detention or committed facility
• At least one year of work experience of compliance monitoring and reporting in the areas of Program Management, Case Management, and/or Detention or Committed Facility Mgmt.

LIMITATIONS ON SELECTION

Candidates must be a current State of Maryland employee.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
