Introduction

This is a position specific recruitment for the Department of Natural Resources, Chesapeake and Coastal Service. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

LOCATION OF POSITION

Main Purpose of Job

The Department of Natural Resources, Chesapeake and Coastal Service (CCS), is currently accepting applications for an Administrator II.

This position serves as an Administrator II for Waterway Improvement (WWI) Fund Capital dollars and State Special Funds. The position will also work with federal programs managed within CCS including Federal USFWS Sport Fish Restoration Boating Access Program, Boating Infrastructure Program, and Clean Vessel Act Pumpout Program. The position manages fiscal records for the WWI Capital Program and Federal Boating Programs, which includes Grants to Local Governments, Engineering and Construction Waterway State Projects and Shore Erosion Control. The position provides financial oversight for $25 million in current state and federal grant awards. The position creates and uses Excel spreadsheets, WebFocus and R*STARS to ensure accuracy and completeness with daily transaction entry and updates for use by Engineering and Construction, Natural Resources Police, Fishing and Boating Services, Shore Erosion, and Chesapeake and Coastal Service staff.

Duties include:

  • Preparation of grant and contract documents
  • Preparation and maintenance of fiscal tracking spreadsheets
  • Tracking and reconciliation of expenses and revenue
  • Review and approval of invoices
  • Gathering, analysis and reporting of financial data in the Capital Budget Information System

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Applicants must meet the minimum and selective qualifications to be considered. Include clear and specific information on your application regarding your qualifications.

If not using substitution 2 or 3 noted above, then one year of the required experience must include preparation and maintenance of fiscal tracking spreadsheets.

DESIRED OR PREFERRED QUALIFICATIONS

1. Experience using the State's Financial Management Information System (FMIS)/Advanced Purchasing Inventory Control System (ADPICS)/Relational Statewide Accounting and Reporting System (R*Stars) and/or the Capital Budget Information System (CBIS).

2. Experience using Microsoft Excel to create spreadsheets and track expenses and revenue.

3. Experience leading and/or supervising employees.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
