Introduction

The Department of Information Technology (DoIT) was created by 2008 legislation in an effort to consolidate state agency information technology functions and policies into one department; elevating the department to one that reports directly to the Governor.

In addition to its larger statewide role, the Department of Information Technology manages Information Technology and Telecommunication services within the agency itself and provides support to state agencies, the Executive Office of the Governor, the Governor’s coordinating offices, and a variety of independent agencies within the Executive Branch.

Main Purpose of Job

The Department of Information Technology (DoIT) is seeking a candidate to be the Telecommunication Analyst. This position will effectively manage telecommunication systems and ensure the continued delivery of telecommunication services supported by state owned telecommunication systems.

POSITION DUTIES

Under the general supervision of the Director, Voice Systems, this position is responsible for troubleshooting and rectifying operational anomalies associated with telecommunications systems and services.   

Will act as the liaison between vendor and state agencies throughout the systems' lifecycle for issue resolution and/or expansion of functionality or capacity. 

Will support day-to-day operations and maintenance of telecommunication services; overseeing contractor staff while working on such systems and maintaining the asset inventory, equipment maintenance contracts and other operational requirements

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year of experience maintaining PBX architecture and features for a large organization.

One year of experience assessing customer requirements and proposing solutions for telephone move, add and change requests.

DESIRED OR PREFERRED QUALIFICATIONS

- Experience with Voice over Internet Protocol (VoIP)

- Experience using Excel spreadsheets, Visio, and Word/Publisher

- Experience reviewing carrier invoices for accuracy and tracking invoices for payment.

- Experience placing telephone orders with carriers

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
