Introduction

This position is located in the Office of Workforce Information and Performance (OWIP). The ideal candidate has strong analytical skills and excellent command of applied economic theory and econometrics relevant to fields of expertise: strong ability to research accessible to a wide audience and to translate it into practical solutions, commitment to teamwork and working with multidisciplinary teams on complex projects across different sectors. Ability to communicate complex statistical concepts and excellent written and verbal skills, as well as a demonstrated ability to effectively manage multiple assignments and to meet deadlines.

Main Purpose of Job

Develop and analyze workforce data to assist the Director in monitoring and improving program activities and deliverables. Initiate new products, revise existing products, and/or explore new product delivery system in accordance with the evolving needs of our customers. The incumbent will work with a diverse team of technical experts within the LMI and Performance unit and contribute to all aspects of the collection and analysis of workforce data. Apply economic tools to policy questions and assist in the understanding of the effectiveness of workforce

POSITION DUTIES

The incumbent will develop predictive models, use linear modeling, regression analysis, data mining and statistical savvy to determine to analyze workforce data. Develop project plans, retrieve data from various sources, prepare data and present recommendations to Director, managers, and peers. Ability to develop predictive data models using statistical, mathematical or data mining methods Solid communication skills, both verbal and written Strong critical thinking and problem resolution skills Proven project management skills Demonstrated ability to prioritize and multi-task effectively Initiate new products Assist with data preparation for upload to the Workforce Information Database, LMI website, and State Open Data Portal Provide assistance with OWIP data requests and publications, by assisting with data download and proofreading. Other duties as assigned.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

1.  Bachelors degree with an emphasis in Statistics, Mathematics, Economics, Engineering or Operations Research.

2.  At least 2 years of analysis experience; Skills in Excel with knowledge of spreadsheet functionality including pivot tables, charts, graphing and macros.

3.  Solid communications skills, both verbal and written.

DESIRED OR PREFERRED QUALIFICATIONS

  • One or more years of economic research assignments requiring planning information assembly, analysis and evaluation, conclusions and report preparation.

 

  • Experience applying analytics models and projections on organizational staffing to enhance forecasting accuracy and improve workforce decision making Advances Excel skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
