Main Purpose of Job

NOTE: This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis.

The Maryland Emergency Management Agency (MEMA) is the agency of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery. MEMA works to ensure that all Marylanders are prepared, and to make Maryland more resilient. The External Outreach Branch is a critical part of MEMA's mission.

This position reports to the External Outreach Branch Manager.

The Digital Engagement Coordinator is the lead for MEMA's digital engagement and social media program and is responsible for regularly posting content and being aware of audience interaction, laws pertaining to social media, all while maintaining the MEMA brand and voice of the agency. The Coordinator must possess strong social media content creation skills and extensive knowledge of the effective use and changes of a variety of social media platforms. In addition, content creation includes the development of audio and visual material as well as written material, such as a blog and press releases. This also includes photography and video footage shooting, editing, and creating videos, public service announcements, and films as well as creating and designing various images and graphics for the agency. This position will also help ensure the consistency of the MEMA brand and will advise agency leadership if changes are necessary. The Coordinator will update and maintain internal and external documents/templates i.e. PowerPoints, press releases, and memos. The Coordinator will also work with other federal, state, and local agencies to assist and enhance digital content. Once developed, the Digital Engagement Coordinator has responsibility for marketing and deploying created preparedness content to an audience that includes both emergency managers, Maryland residents, and the social media audience MEMA currently has following their various social media platforms. The Coordinator will work within the External Outreach Branch and assist community preparedness and public information functions, including as serving as a public information officer before, during, and after emergencies and incidents.

In order to fulfill these responsibilities, this position requires strong communication and leadership skills, as well as strong technical, customer service, and presentation skills.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Emergency and disaster response and recovery operations as needed and/or assigned by Agency Executive Director, Deputy Executive Director, or Director of Strategy and Risk Reduction
  • Administer MEMA's digital engagement program
  • Develop crisis communications and press release material
  • Maintain the MEMA brand, website, and MARYLAND Prepares mobile app
  • Support the Agency's statewide activities
  • Support Maryland's strategic goals and objectives for homeland security
  • Support and participate in Risk Reduction and Strategy Directorate and overall Agency initiatives and programs

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

 

·         Experience working with national and local news media, external communications, and marketing.

·         Experience administering digital engagement and social media programs.

·         Experience developing marketing material, including videos and infographics.

·         Strong communications skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
