POSITION DUTIES

This position is managerial level work that functions as the Deputy Director for Maryland Department of Veteran Affairs, Veteran Home Program.

This position assists the Director in all areas of oversight of the only State veteran’s home in Maryland. As such, responsible for the overall operation, contract monitoring and compliance and maintenance of a 454 bed assisted living and nursing home complex for honorably discharged veterans and non-veteran spouses.

The position will assist the Director in coordination in meeting requirements of the Veterans Administration and the State of Maryland to achieve full benefit programs.

Serves as an advocate for residents and their families in resident life issues.

Assists the Director in supervising and management of following functions: Budget and finance, procurement and contracting, facilities management and maintenance, inventory, fleet management and marketing.

Oversight of plant maintenance, preventive maintenance, emergency generators, fire alarm systems, Maryland Environmental Services (MES) water supply and waste water management, facilities, emergency management and energy conservation.

Interacts with DGS in Capital Project coordination, reviews A/E designs.

Familiar with State of Maryland Procurement policy. Assists the Director in monitoring a State management contract in excess of $170,000,000 annually.  

Ability to establish and maintain harmonious working relationship with officials of other State agencies, Maryland Legislature, Veterans Administration, Veteran Organizations, national, local and community groups

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience in facility management and oversight

Experience with State of Maryland Procurement, bid solicitation, budget process, MES water supply and waste water management. 

Experience with computerized maintenance software,

Experience with OSHA safety policies and procedures and Emergency Response Action Plans. 

Experience with fleet management and State of Maryland inventory management guidelines. 

Experience with Department of General Services and Department of Budget and Management procedures/guidelines.

LIMITATIONS ON SELECTION

This recruitment is limited to employees of the Maryland Department of Veteran Affairs.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
