Main Purpose of Job

The main purpose of the position is to ensure the Behavioral Health Administration credentialing entity effectively develops and administers a certification and recertification process for recovery residences in the State of Maryland in compliance with HB 1411 (2016) legislation. A 'recovery residence' is a dwelling unit or other form of group housing by any person or entity that provides alcohol and illicit drug free housing for individuals with substance use disorders. These residences are not clinical treatment facilities. The primary function of this position is to support the implementation processes to monitor and inspect recovery residences. This position is responsible for managerial support to the Director and program staff of the Office of Housing and Recovery Supports, Behavioral Health Administration. Duties include data management activities, developing and responding to correspondence, scheduling meetings, filing, obtaining signatures, organizing and tracking work products on behalf of the Director and other administrative support responsibilities. This position tracks provider's meeting and training attendance, program satisfaction surveys, complaint reports, incident reports and maintains the database tracking for mandatory statewide reporting systems. This position contacts programs and other community partners. This position maintains program applications for certification, site visit schedules and subsequent processing of training and recovery housing certificates and assisting in tracking of funding for Maryland RecoveryNet. This position plays a significant role in the mission of the Maryland Department of Health, Behavioral Health Administration, Clinical Services Division. The mission of MDH's BHA is to develop an integrated process of planning, policy and services to ensure a coordinated quality system of care is available to individuals with behavioral health conditions. BHA through publicly funded services and support promotes recovery, resiliency, health and wellness for individuals who have or are at risk for emotional, substance related, addictive and/or psychiatric disorders to improve their ability to function effectively in their communities. This position will ensure there are quality recovery residences for individuals to choose from on their path to recovery.

MINIMUM QUALIFICATIONS

Education:    Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:  Four years performing secretarial work or clerical work involving typing duties.

NOTES:

1.  Additional secretarial or clerical experience may be substituted on a year-for-year basis for the required education.

2.  Thirty credit hours with a major in secretarial science or office technology from an accredited college may be substituted at the rate of thirty credits for one year of experience for up to two years of the required experience.

3.  Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration classifications or Administrative, Clerical, or Office Services specialty codes in the Administrative Support field of work on a year-for-year basis for the required experience.

SPECIAL REQUIREMENTS

Demonstrated ability to accurately type on a keyboard on a personal computer at a minimum of forty words per minute may be required, depending on the specific requirements of the position.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
