Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Land Acquisition & Planning Unit. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

LOCATION OF POSITION

Tawes State Office Building, 580 Taylor Avenue, Annapolis, Maryland (Anne Arundel County)

Main Purpose of Job

The Department of Natural Resources (DNR), Land Acquisition & Planning Unit, is currently accepting applications for a Natural Resources Planner II position. This position will be based in the Tawes State Office Building and responsible for administering primarily the Central and Southern regions of the Real Property Division by providing technical assistance to DNR managers in the areas of property survey administration, property boundary recovery and maintenance, boundary conflict resolution and land records management. Additional duties include the organization and management of physical real property records at the Tawes State Office Building and administration of land exchanges as assigned. This position will perform multiple field functions under adverse field and weather conditions. This position requires multiple knowledge bases and skill sets such as: land records research, land survey skills, computer aided drafting skills, GIS and GPS utilization.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s Degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: One year of experience in natural resources planning or applied environmental science.

Notes:

1. Possession of a Bachelor’s Degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science may be substituted for the required education.

2. Possession of a Master’s Degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, biological, chemical or environmental sciences maybe substituted for up to three years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the  general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.  

DESIRED OR PREFERRED QUALIFICATIONS

One year of experience with the following:  

  • Conducting survey and/or field work related to the identification and marking of real property boundaries, forest stand delineations or identifying the location of easements or rights-of-way.  
  • Conducting Land Records deed research and plat records research to determine descriptions for boundary lines, easements or rights-of-way.  
  • Experience with AutoCAD and GIS software to map property line boundaries.
