Main Purpose of Job

The main purpose of this position is to research and develop eligibility and enrollment policies as well as, evaluate, analyze, and assist in facilitating the eligibility determination process for Exchange services. The position is responsible for initiating, planning, designing and executing projects with staff across the agency to support leadership in the interpretation and application of federal and state laws / regulations regarding individual eligibility determinations and interfacing/overlapping areas with the Medicaid program. This position will provide technical advice to information technology, appeals communications and programmatic staff working with the agency. This position will also provide critical feedback and recommendations to the Program Manager of Appeals and Constituent Services, Executive Team and Legislators for Maryland, through written reports, presentations, emails, data reporting, trainings and verbal communications. Employee in this position may provide technical advice and guidance to Appeals Administrators as needed.

POSITION DUTIES

 The incumbent in this position will:

 

1.Provide extensive interpretation of state and federal eligibility statutes, regulations, policies and guidelines to the administrative vendor, enrolled subscribers and the general public.

  

2. Coordinate with the IT department on system resolutions and fixes for Qualified Health Plans     and Medicaid policy.

 

3. Provide interpretation, correspondence and feedback to Legislators, State Agencies, MHBE Executives, Constituents and others seeking information concerning enrollments, eligibility, grievances or appeals.

  

4. Prepare testimony supporting the policy decisions of Maryland Health Benefit Exchange and  testifies at court hearings.

 

5. Establish and maintain an effective working relationships with State, federal and private industry health care officials, employees and the general public.

 

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Three years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Notes:

1. A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for one year of the required experience.

2. A PhD in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for two years of the required experience.

LIMITATIONS ON SELECTION

This recruitment is internal for employees of the Maryland Health Benefit Exchange only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
