Main Purpose of Job

The main purpose of this position is to function as a health policy analyst in support of the Executive office within the Office of Eligibility Services, for analyzing data in support of policies, programs and services; writing White Papers and other reports regarding specific and timely issues, results of research and impact statements; and, preparing testimony on health policy or health regulatory issues as assigned. The employee will be analyzing, evaluating, researching, developing and monitoring health care services, policies and programs, usually in conjunction with other senior staff within MDH as well as other agencies as needed to develop, implement and clarify policy and/or customer service issues.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Notes:

 1. A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for one year of the required experience.

 2. A PhD in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate should have knowledge and experience in data analysis using Excel, excellent writing skills, and knowledge of Medicaid policy or relevant experience with the Medicaid program.  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
