Main Purpose of Job

The mission of the Prevention and Health Promotion Administration (PHPA) is to improve the health of Marylanders by preventing the acquisition and transmission of diseases, helping persons live longer, healthier lives through health services programs, and protecting individuals and communities from environmental health hazards. PHPA works in partnership with local health departments, providers, community based organizations, and public and private sector agencies to provide public health leadership in the provision of maternal and child health services and the prevention, control, monitoring, and treatment of infectious disease, cancer chronic diseases, and environmental health hazards.

The Health Policy Analyst I provides professional input and assistance in formulating and reviewing health policy for PHPA including legislative analysis, preparation of legislative proposals, and regulation development and changes with a specific focus on maternal and child health and infectious disease epidemiology and outbreak response. Additionally, this position works on special projects as needed. Principal functions of the position include: 1. Providing support for the OSS Director and the PHPA Leadership Team through policy analysis, program coordination, document preparation, research, and collaboration; 2. Conducting and supporting selected PHPA program projects, as needed; 3. Assisting with and coordinating strategic planning activities in support of PHPA public health initiatives primarily focused on maternal and child health and infectious disease epidemiology and outbreak response; 4. Representing PHPA in meetings and initiatives, and on task forces; and 5. Providing technical assistance in support of the PHPA mission.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: One year of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Note:

A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate will have excellent writing and public speaking skills; critical thinking; ability to prioritize projects to meet multiple deadlines; ability to synthesize technical information into laypersons terms; attention to detail; ability to manage complex multi-step processes; weekend and evening availability at times.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
