Main Purpose of Job

The Department of Natural Resources (DNR), Fishing and Boating Services, is currently accepting applications for a part-time Seasonal Administrative Specialist I to assist with program support of the saltwater fishing survey in Maryland. This survey is part of the National Marine Fisheries Service Marine Recreational Information Program (MRIP), which develops estimates of recreational marine fishing activity and harvest for Atlantic states.

As a seasonal Administrative Specialist I for the Recreational Harvest Data Program, the main purpose of this position is to assist in scheduling, planning, organizing, monitoring and reviewing the work of field staff. This position will help to coordinate and conduct field survey activities, including field staff assignments, quality control/quality assurance checks on completed forms, maintenance of site and vessel registry information, and submission of weekly data to ACCSP.

Field staff travel to assigned sites to interview anglers about their fishing experiences, collect a variety of information, and (when applicable) weigh, measure, and identify fish by species name that the anglers have caught. All data must be collected and recorded according to strict survey protocols. Assigned sites can include beaches, banks, piers, docks, jetties, and access points for private, charter, and head boats, including marinas, boat ramps and other points of entry to marine waters.

This position is based out of the DNR Annapolis office, 580 Taylor Avenue, Annapolis, MD, 21401. Some of the position duties may require in-state travel. Staff will use their own vehicles and be reimbursed for mileage at the current rate offered by the federal government.

This is a 6-month contract. The survey is conducted 24 hours per day, 7 days per week, as such, support of field staff is likely to occur on nights, weekends and holidays. Weekly schedule is expected to provide approximately 30 hours of work not to exceed 40 hours.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: None.

Notes:  

1. Candidates may substitute one year of experience in administrative or professional work for the required education, at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies  on a year-for-year basis for the required education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who works an average of at least 12 hours per week. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
