Introduction

The Maryland Health Benefit Exchange (MHBE) is an independent unit of state government. The agency provides accessible, affordable health coverage to Marylanders. The vision of MHBE is that all consumers will have and use the health coverage that is best for them. The agency’s training unit is responsible for delivering training resources to the agency’s network of consumer assistance workers throughout the State of Maryland.

Main Purpose of Job

The Training Coordinator will support the delivery of the training curriculum to navigators, caseworkers, insurance producers, plan issuers, third-party administrators, and other stakeholders as needed. The Training Coordinator will be responsible for assisting with the planning, logistics and evaluation of training sessions statewide and in-house; coordination with training vendor(s), continuing education partners and state agencies; and the preparation of training materials for courses as necessary.

POSITION DUTIES

  • Plan and deliver training protocol for all user constituents of Maryland Health Connection including navigators, caseworkers, brokers, carriers, Third Party Administrator (TPA), staff, and others.
  •  Provide planning and logistics support for training courses including scheduling, materials coordination and distribution, evaluation.
  • Develop and revise training materials, to include e-learning training materials, with training vendor(s) in collaboration with IT vendors, subject matter experts (SMEs) and state agencies. Collaborate with other State agencies and continuing education partners on content development for training program.
  • Must be proficient in using Google Suite Applications, Microsoft Office – specifically Word, Excel and PowerPoint.
  • Candidate shall possess excellent organizational skills and the ability to manage more than one task at a time. Time management is critical to executing tasks according to deadlines.
  • The ability to work well under pressure with shifting deadlines and priorities.
  • Build positive and professional rapport with internal and external stakeholders using various Computer Moderated Communication (CMC) modalities including but not limited to email, phone, Face to Face (F2F), webchat, etc.
  • Maintain and analyze training program and learning outcomes in order to adapt training to meet the needs of learners while accomplishing critical training objectives.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.  

DESIRED OR PREFERRED QUALIFICATIONS

 1. The preferred candidate will have experience working with and developing e-learning and blended learning programs, LMS functionality, web based training, and asynchronous learning content.

2. Experience providing training sessions including planning, evaluation of needs and execution of trainings.

3. Preferred experience with screencast creation and video editing.

4. Experience as a helpdesk operator or with troubleshooting minor software issues.

5. Customer service experience is strongly preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

The assessment may consist of a rating of your education, training and experience related to the requirements of the position. The rating may also be based on your application. Therefore, it is important that you provide complete and accurate information on your application. Report all education and experience related to this position. Qualified candidates will be rated as either Best Qualified, Better Qualified, or Qualified and placed on the eligible list for a period of at least one year.
