Main Purpose of Job

This position serves primarily as the Administrative Officer (Manager) of the Repository's Data Integrity Unit responsible for the accurate, complete and timely dissemination regarding criminal history record information (CHRI) for the State and from the Federal level to authorized entities (for example: Public Service Commissions, Non-Criminal Justices entities; Parole, Division of Corrections, State Attorney and Police Arresting Agencies). This position supervises professional, technical or clerical staff; coordinate the sharing of criminal disposition information with all law enforcement agencies within the state, other states', the FBI; and make recommendations for improvement to the criminal history background check process ensuring that the state computerized criminal history (CCH) information is readily available for dissemination to make the proper public safety risk assessment.

POSITION DUTIES

Supervise the work of the Data Integrity staff with a working knowledge of Criminal Justice Information System Central Repository (CJIS-CR), Federal Bureau of Investigation (FBI), National Criminal Information Center, (NCIC), Network LiveScan (NLS), Offender Case Management System(OCMS), Transaction Controller (TC), National Law Enforcement Telecommunications (NLETS), Repository Accounting System (RAS), Judicial Information Systems (JIS Courts), Next Generation Identification (NGI), National Instant Criminal System (NICS), Maryland Automated Fingerprint System (MAFIS) databases in order to process corrections of true discrepancies via comparison of unique identifiers in the State & FBI database systems.

Serve as a liaison between CJIS-CR and the FBI for the National Fingerprint File (NFF) program development section thus interacting with various administrative officers that maintain the State’s criminal history data base. Resolve suspected error report (SER) discrepancies.

Prepare weekly, quarterly, and final reports and suggested recommendations for the improvement of the criminal history database.

Uses COGENT Web Archive to complete fingerprint file searches for reported data discrepancies. Process corrections of true discrepancies determined by comparison of State and FBI fingerprint data.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Applicants must meet this selective qualification to be considered if the educational substitution is not used to meet the experience requirement. Include clear and specific information on your application regarding your qualifications.

One year of experience leading a team in a criminal justice environment such as one of the three major branches of criminal justice (Courts, Corrections, or Law Enforcement).

DESIRED OR PREFERRED QUALIFICATIONS

Extensive experience in external client services, to include handling high level information requests and presentations, utilizing advanced proficiency in the Microsoft Office suite (PowerPoint, Excel, Access, Word, and Publisher).

Experience analyzing and interpreting criminal history record information.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
