Main Purpose of Job

The Division of Recoveries and Financial Services (DRAFS) is the sole state agency responsible for operating third-party liability programs through which other sources of payments for Medical Assistance recipient's health care are discovered, and monies spent on behalf of the recipient is recovered from sources allowed by federal or state law. The Division is a branch of the Office of Operations, Eligibility and Pharmacy Administration.

The main purpose of this position is to interpret and apply COMAR regulations to administer estate and lien cases, to ensure maximum dollar recovery for the State of Maryland. COMAR Regulations and CFR 433.36 allows the Department to place liens on the real property of Medical Assistance recipients in Long Term Care facilities. COMAR Regulations and Article Health-General 15-121(b) of the Annotated Code of Maryland allows the Department to place claims against the estates of deceased Medical Assistance recipients. This position handles all recovery officer functions for lien cases, letters A-Z of the alphabet.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2. Candidates may substitute a Bachelor’s degree from an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required education and experience.
